About this opportunity

The Colorado Office of Economic Development and International Trade (OEDIT) is soliciting proposals for an Instructional Presentation Designer on behalf of Business Support via Documented Quote EDAA 2027000021, with proposals due August 10, 2026 at 2:00 p.m. Mountain Time. Written inquiries closed July 30, 2026.

The scope requires development and redesign of e-learning courses and Google Slides presentations supporting Colorado small business training across four lifecycle pathways: Idea, Startup, Active, and Exit. Deliverables include Articulate 360 Rise and Storyline courses in SCORM 1.2 format, interactive elements (simulations, screencasts, whiteboard animations, scenario animations, quizzes, infographics, computer-generated voiceover narration), accessible Google Slides presentations, and Spanish-language course duplications. All work must comply with WCAG 2.1 A and AA standards and Colorado accessibility requirements. The vendor will conduct work remotely and must transfer all Articulate 360 files to OEDIT's licensed account upon completion. OEDIT provides content, translations, video assets in mp4 format, branding guidelines, and design templates; the vendor transforms provided materials into instructional design products without developing original content. Bi-monthly meetings with OEDIT and SME engagement are mandatory throughout development. Deliverable timelines are eight business days for content outline review, ten for storyboarding and draft development, and six for final delivery.

Mandatory qualifications include minimum two years' experience or five completed client projects in instructional and presentation design; development of at least five unique Articulate 360 courses; creation of at least three accessible courses meeting WCAG 2.1 A and AA standards; two years' experience designing storyboards; development of at least three accessible Google Slides presentations; and current, independently owned licenses for Articulate 360, Google Suite, and video editing software. Bidders must submit a digital portfolio demonstrating proficiency in voiceovers, interactive elements, accessibility compliance, and case study integration.

The contract value is $201,000 over a maximum three-year term, allocated at $67,000 annually on an as-needed basis through work orders. Pricing is structured as fixed rates per instructional unit (base package covering content review, storyboarding, course development, and companion decks), monthly project management fees, and à la carte rates for scope additions and second-language duplication. Award is estimated for September 3, 2026, with a desired start date of October 1, 2026.

Bidders must submit seven attachments: bidder response form, pricing sheet, signature and attestation page, DQ affirmation page, vendor accessibility checklist, W-9, and vendor performance disclosure form, compiled into a single zip folder. General Liability insurance with $1,000,000 per occurrence and $1,000,000 aggregate limits, Professional Liability insurance at the same limits, and Workers' Compensation are required. The State reserves the right to award to multiple bidders but intends to award to one vendor.
