About this file
This is a Bidder Response Form attachment for a Documented Quote (DQ1: EDAA 2027000021) issued by the Colorado Office of Economic Development and International Trade for an Instructional Presentation Designer contract. The solicitation requests proposals from qualified instructional and presentation design firms to develop e-learning courses and training materials. Bidders must demonstrate a minimum of two years of professional experience or five completed client projects in instructional and presentation design. The scope of work requires the creation of multiple e-learning courses using Articulate 360 software, development of storyboards and Google Slide presentations, and transformation of existing text-heavy training materials into engaging interactive modules. The anticipated project involves maintaining a bi-weekly review cycle with simultaneous course designs, requiring firms to provide high-quality, WCAG 2.1 A and AA compliant drafts throughout the project term.
Bidders must respond to all eleven requirements in the specified sequence and format outlined in the Bidder Response Form, with non-compliant responses subject to disqualification. Qualification requirements include providing a digital portfolio of at least five unique Articulate 360 course samples demonstrating proficiency in voiceovers, interactive elements, accessibility compliance, and case study integration; three storyboard samples; three Google Slide training presentations meeting Colorado accessibility standards; and evidence of past experience redesigning compliance-driven content into engaging courses. Additionally, bidders must confirm independent ownership of valid, current Articulate 360 licenses, Google Suite environment access, and professional video editing software, explicitly stating that shared, trial, or expired licenses will not be used. The response must include detailed descriptions of project management approach, organizational structure, resource allocation, subcontracting plans if applicable, and technical testing and compliance procedures for learning management system uploads.
