About this opportunity

Jacksonville Electric Authority is requesting sealed bids for installation and repair of automatic gates and doors under IFB 2026, with bids due September 22, 2026 at 12:00 PM EST and a mandatory pre-bid meeting on August 28, 2026 at 10:30 AM via Microsoft Teams. JEA encourages but does not require subcontracting with certified Jacksonville Small and Emerging Business (JSEB) firms; a 4% JSEB requirement applies to the contract.

Bidders must demonstrate successful completion of three similar installation and repair of automatic gate and door system contracts within the past five years, with each reference project valued at $50,000 or more and at least one project valued at $35,000 or more. All personnel must be uniformed, factory-trained, and certified technicians under direct employment; no subcontracting of regular or emergency services is permitted. The contract covers services at multiple JEA and JAXPORT Port Authority facilities, including emergency and standard repairs, preventative maintenance, and capital project installations. Work at JAXPORT requires a Transportation Workers Identification Credential (TWIC) and facility security awareness training. Contractors must maintain on-hand parts inventory at their expense with 10-business-day replenishment requirements.

The estimated scope includes approximately 2,700 hours of project management, 7,000 hours of working foreman service (split between senior and entry-level rates), and 7,000 hours of technician labor (split between senior and entry-level rates). Material pricing must include delivery, shipping, and handling; a material markup not to exceed 20% is permitted, along with a $200,000 testing allowance. Labor rates are inclusive of all administrative and overhead charges with no additional trip charges, minimum labor hours, or mileage fees. The contract is a one-time purchase with no renewal options; award will be made to the lowest responsive and responsible bidder. Prior to execution, the awardee must submit certificates of insurance naming JEA as additional insured with waiver of subrogation, W-9 forms, and evidence of active Florida business registration. A 100% contract bond is required upon award. Payment terms offer 1% discount within 20 days or net 30 days, or 2% discount within 10 days or net 30 days. A two-year warranty on all work from substantial completion is required.
