About this file

This Addendum 2 document, issued by the Jacksonville Electric Authority (JEA) Procurement Department, provides a clarification regarding the fabricated gate specifications for IFB Solicitation Number 1412213678 for the repair and installation of automatic gates and doors. The addendum addresses a bidder question concerning the construction material for a double-track and trolley cantilever sliding gate measuring 25 feet by 8 feet plus 1 street base. JEA clarified that while the gate frame should be constructed from galvanized metal as the preferred standard, some aluminum components currently exist at JEA facilities but do not represent the organization's standard specification. The addendum was issued on September 24, 2026, with bidders required to acknowledge receipt on the Response Form (Appendix B). The original bid due date was listed as September 22, 2026 at 12:00 PM with opening scheduled for 2:00 PM, though a revised date of September 29, 2026 is also noted in the addendum header.

This clarification is material to bidders preparing proposals for a comprehensive service contract involving installation and repair of automatic gates and doors at multiple JEA and JAXPORT facilities. Bidders must demonstrate three similar projects completed within the past five years, each valued at $50,000 or more with at least one project at $35,000 or more. The contract scope includes approximately 2,700 hours of project management, 7,000 hours of working foreman service, and 7,000 hours of technician labor, with material markup not to exceed 20% plus a $200,000 testing allowance. Labor rates must be inclusive with no additional trip charges or minimum hour requirements. A mandatory pre-bid meeting was held on August 28, 2026. Award will be made to the lowest responsive and responsible bidder, and the awardee must provide a 100% contract bond, certificates of insurance naming JEA as additional insured, and maintain a two-year warranty on all work from substantial completion.
