About this file
This is Addendum Number One to an Invitation for Bid (IFB) issued by Jacksonville Electric Authority (JEA) for the repair and installation of automatic gates and doors under solicitation number 1412213678. The addendum extends the bid due date from September 22, 2026 to September 29, 2026, with bids due at 12:00 PM and opening at 2:00 PM. The scope encompasses operator/control/electrical work, physical/mechanical gate repairs, and overhead door work across JEA and JAXPORT Port Authority facilities. Historical service volumes indicate approximately 50-60 service calls annually for operator/control/electrical work with 15-20 capital projects, 200-240 service calls for physical/mechanical gate repairs with 10-15 capital projects, and 4-5 service calls for overhead door work with 1-2 capital projects. The contract requires contractors to perform all work independently without subcontracting, including structural repairs, welding, tracks, rollers, wheels, and associated components. Work at JAXPORT facilities requires a Transportation Workers Identification Credential (TWIC), with the TWIC office relocated to 2121 Corporate Square Boulevard, Building A, Suite 165, Jacksonville, Florida 32216 under IdentoGO. The JAXPORT access control center is located at 1830 E. 21st Street, Jacksonville, Florida 32206.
The addendum clarifies that JEA will not bifurcate the work into separate award groups and requires a single contractor capable of performing all necessary trades. Bidders must provide three reference contracts, each satisfying both a $50,000 annual work requirement and a $35,000 single-project requirement. JEA does not prescribe specific factory training or certifications for technicians; qualifications are determined by individual businesses based on manufacturer requirements and industry standards. For Priority 1 emergencies, four-hour completion is mandatory with full restoration and functional systems required, making backup inventory critical for success. Armstrong Fence Co. is the incumbent contractor performing services under a renewal of the original contract. An updated Appendix B bid workbook with revised equipment specifications is attached, with cells highlighted in blue indicating changes from the original; substitutions are not permitted and bidders must use items specified in the revised workbook. Properly badged apprentices may accompany technicians on JEA property, with bidders required to select appropriate existing labor categories for this role.

ADDENDUM NUMBER: One (1)
TITLE: IFB Repair and Installation of Automatic Gates and Doors
JEA SOLICITATION NUMBER: 1412213678
BID DUE DATE: September 29, 2026; September 22, 2026
TIME OF RECEIPT: 12:00 PM
TIME OF OPENING: 02:00 PM
THIS ADDENDUM IS FOR THE PURPOSE OF MAKING THE FOLLOWING CHANGES OR
CLARIFICATIONS:
The bid due date has been extended to Tuesday, September 29, 2026.
Additions: 1412213678 Addendum 1 Appendix B – Bid Workbook. Cells highlighted in blue are changed from the original workbook.
Clarification: The TWIC office has moved to: 2121 Corporate Square Blvd., Bldg A, Ste 165, Jacksonville, FL 32216 and the company name has changed to: IdentoGO
The JAXPORT access control center has moved to: 1830 E. 21st Street, Jacksonville, FL 32206
1. Question: The scope appears to combine two distinct specialties. Would JEA consider establishing separate award groups—one for automatic gate operators, controllers, safety devices, and associated electrical/electronic systems, and another for mechanical gate and overhead-door work?
Answer: Historically, JEA has considered these to be the same specialty and has been successful in awarding a solitary contract to a responsible respondent. Ultimately, right now, issuing multiple awards to separate the work is not something JEA would entertain.
2. Question: Can JEA clarify the extent of mechanical gate work contemplated under the solicitation, including structural repairs, welding, tracks, rollers, wheels, and similar components, versus operator, controller, safety-device, and electrical/electronic work?
Answer: The Contractor shall be responsible for coordinating and performing all work necessary to provide a complete, properly functioning, and in-kind gate system upon completion of the repair. Subcontracting of the work is not permitted. The intent of the solicitation is to obtain a contractor capable of independently performing the full range of skills and trades that may be necessary to diagnose, repair, restore, and return the gate system to service.
3. Question: Can JEA provide approximate historical service-call volume or expenditures broken down between: Operator/ control/electrical work; physical/mechanical gate repairs; overhead door work.
Answer: Annual volumes below. Capital is “new” or non-existing systems. For FY26, we performed ~$317,000.00 in O&M and ~$210,000.00 allocated for Capital.
• Operator/control/electrical work: 50-60 service calls, 15-20 capital
• Physical/mechanical gate repairs: 200-240 service calls, 10-15 capital
• Overhead door work: 4-5 service calls, 1-2 capital
4. Question: If JEA elects to keep these specialties under one contract, would specialized mechanical gate or overhead-door work be permitted to be subcontracted to qualified specialty contractors?
Answer: This is not currently permitted and JEA does not intend to bifurcate those duties.
5. Question: What specific factory training or certifications does JEA consider acceptable for technicians servicing: Operator/ control/electrical work; physical/mechanical gate repairs;
overhead door work.
Answer: JEA does not prescribe specific factory training or certifications for technicians servicing this equipment. Training, certifications, and qualifications are determined by the individual business based on the manufacturer’s requirements, industry standards, and the scope of services being performed. Therefore, JEA does not maintain a list of specific training or certifications deemed “acceptable.”
6. Question: For Priority 1 emergencies, how does JEA interpret the four-hour completion requirement when a proprietary replacement component is not immediately available? Would temporary restoration or securing the opening satisfy the requirement until permanent materials can be obtained?
Answer: Because of our regulatory compliance requirements, four-hour completion is just that. A full restoration and functional system from four hours of the time the vendor is notified. Vendors that house backup inventory to alleviate the risk of lead times have been the most successful.
7. Question: Can JEA confirm whether each of the three required reference contracts must independently satisfy both the $50,000 annual work requirement and the $35,000 single-project requirement?
Answer: The intent of these requirements is to establish a vendor’s ability to fulfill capital requests which often meet or exceed the $35,000.00 threshold and operation and maintenance requests which reflect the $50,000.00 annual work. JEA seeks no less than three, individual reference contracts that have met both requirements.
8. Question: Who is presently performing these services, and is that work being performed under the original contract, an extension, or another arrangement?
Answer: Armstrong Fence Co. is currently performing the work from a renewal granted in the original contract.
9. Question: Does JEA safety qualification have to be fully completed by the response due date, or can any remaining requirements be completed prior to contract execution?
Answer: Safety qualifications must be complete and verified before work can be performed on
JEA owned facilities and territory.
10. Question: In Appendix B, there is equipment listed that has either been discontinued and/or replaced by a new revision, upgraded to a new model, or in the process of being phased out. Is there an updated appendix B workbook that reflects these changes?
Answer: Yes. 1412213678 Addendum 1 Appendix B – Bid Workbook is attached to this
Addendum.
11. Question: Can substitutions be made as long as they are the same manufacturer or meet the same specifications?
Answer: No. Please use the item specifications on the revised workbook. Cells highlighted in blue are changed from the original workbook.
12. Question: Will there be an allowance for an assistant technician (apprentice) to be onsite during installations and/or service calls?
Answer: Yes, properly badged apprentices may accompany a technician on JEA property. JEA has not historically listed that job title, therefore the bidder would need to review our existing labor categories to determine which one is appropriate.
