About this opportunity
The South Carolina Department of Natural Resources Marine Resources Division is requesting bids on annual inspection, preventative maintenance, and emergency repair services for chiller equipment under an IFB, with bids due November 10, 2026 and a mandatory pre-bid conference on October 29, 2026 at 11:00 a.m. EST.
The scope covers three service categories at the Marine Resources Division facility at 217 Fort Johnson Road, Charleston, South Carolina: scheduled inspection and preventative maintenance of two Carrier AquaEdge High-Efficiency Variable Speed Screw Chillers (175–550 nominal tons) on a seasonal basis in November, March, and July; per-incident maintenance and repair of associated chiller-water HVAC systems including cooling towers, chill-water pumps, air handling units, and energy recovery units; and 24/7/365 emergency after-hours service and repair capability. Contractors must be registered South Carolina vendors and hold appropriate licenses and certifications for the specified equipment. All costs for labor, materials, equipment, parts, and tools are included in bid pricing, with parts markup capped at 10% above factory-to-dealer cost. Emergency response hourly rates cannot exceed 50% above the bid hourly rate. Non-emergency service requests must be addressed within one business day with service provided within five business days. Contractors must carry commercial general liability insurance ($1,000,000 per occurrence minimum), auto liability insurance ($1,000,000), and workers' compensation at statutory limits.
The initial contract term is one year with four one-year renewal options, creating a maximum five-year period. The estimated contract start date is November 13, 2026. Award is anticipated November 12, 2026. Pricing must be submitted as fixed unit prices per line item and evaluated on a lowest responsive and responsible bidder basis. Attendance at the pre-bid conference is highly recommended; no contract price adjustments will be made for conditions discoverable during the facility inspection. Written questions are due October 30, 2026 at 2:00 p.m. EST.
