About this opportunity
The Maryland State Highway Administration (MDOT/SHA) is requesting bids on HVACR preventative maintenance, repair, and emergency services at two Somerset County facilities under IFB SOHVAC30SB, with bids due August 12, 2026 at 1:00 PM and a public bid opening at the Princess Anne maintenance shop that same day. This is a Small Business Reserve procurement limited to certified small businesses; however, the Procurement Officer may remove the SBR designation if small businesses do not demonstrate interest.
The scope covers routine maintenance, emergency repairs, and 24-hour emergency response services (3-hour maximum response time) for heating, ventilation, air conditioning, and refrigeration systems at the Princess Anne Maintenance Shop (10980 Market Lane, Princess Anne, Maryland) and the Princess Anne Rest Area (US 13, Princess Anne, Maryland). Work includes inspections, coil cleaning, filter changes, refrigerant checks, and service on split heat pumps, mini-splits, PTAC units, window units, ice machines, and boilers. Pricing is submitted on a time-and-materials basis for repairs and a time basis for routine maintenance, with labor rates, trip charges, and materials at manufacturer's suggested retail price or retail cost.
Minimum qualifications require three years of commercial HVACR service experience, Maryland DLLR licensure as an HVAC Master Technician plus at least one additional licensed commercial HVAC Journeyman Technician on staff, employee labor and equipment capabilities, and SDAT registration. Insurance requirements include $1,000,000 combined single limit / $2,000,000 annual aggregate Commercial General Liability, $1,000,000 Workers' Compensation per occurrence, and Maryland-compliant Automobile/Commercial Truck Insurance.
The contract term is three years or until the bid amount is exhausted, whichever occurs first, with anticipated Notice to Proceed in September 2026 and no renewal options. The estimated effort is 250 man-hours for routine maintenance, 20 man-hours for emergency overtime services, 30 trip charges, and $4,000 materials. No MBE or VSBE subcontracting goals apply. No federal funding is involved. Award goes to the responsible bidder with the lowest total bid price. Written questions are due August 5, 2026 at 1:00 PM. Site visits may be scheduled through Procurement Officer Designee Adam Merritt by August 11, 2026.
