About this opportunity

Douglas County, Colorado, through its Sheriff's Office, is seeking proposals for a comprehensive inmate banking and commissary services system via Request for Proposal (RFP) No. 017-25. The procurement aims to secure a fully operational, cloud-based system that provides flexible, secure, and reliable inmate account management and commissary purchasing capabilities for the Douglas County Detention Facility. The proposed system must offer comprehensive features including inmate account management, funds transfers, debt management, bank reconciliation, fraud prevention, and robust reporting functionalities. Vendors must demonstrate the ability to seamlessly integrate with the County's current Jail Management System and Inmate Communications Platform, provide multi-factor authentication, and deliver ongoing technical support and maintenance. The solicitation requires a mandatory site visit on April 24, 2025, at 8:00 AM at the Robert A. Christensen Justice Center, with proposals due by May 9, 2025, at 4:00 PM through the Rocky Mountain E-Purchasing System. The initial contract term is five years, from June 1, 2025, to May 31, 2030, with an option for one additional year of renewal.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documentation. The current documentation does not identify an incumbent vendor. The system must handle all implementation, training, and equipment costs without placing financial burden on the County. While a precise budget range is not specified, the Exhibit C sales report indicates annual commissary sales of $383,165.38 in 2024, which might provide insight into potential transaction volumes. The vendor will be responsible for providing a comprehensive product catalog, with Exhibit B detailing an extensive range of items from beverages and personal care products to clothing and accessories. The system must comply with all applicable regulations and demonstrate robust data security measures. Insurance requirements include commercial general liability, automobile liability, workers' compensation, and professional liability coverage with specific minimum limits.
