About this opportunity
The State of South Dakota Bureau of Information and Technology is requesting proposals for physical data center hosting services to support the Infrastructure Resiliency Project, with proposals due November 2, 2026 by 11:59 p.m. CST to BIT.DCRESPONSE@state.sd.us (RFP 26RFP19987). This is a vendor-hosted solution procurement only; State-hosted and cloud-hosted options are out of scope.
The scope encompasses relocation of enterprise-class hardware including servers, storage arrays, mainframe systems, and networking equipment from State-operated facilities to a qualified vendor's data center. The vendor must provide 24/7 controlled facility access with visitor escorting and access logging, continuous CCTV monitoring with minimum 180-day retention, redundant AC power feeds, UPS systems, generator backup, redundant HVAC systems with temperature and humidity monitoring, and pre-action dry fire suppression systems. The vendor must demonstrate 99.999% uptime for power and cooling availability via documentation over the previous calendar year and provide remote hands support within one hour for critical tasks. Mandatory compliance is required with NIST SP 800-53 Rev. 5, IRS Publication 1075, CJIS standards, and BIT Information Technology Security Policy version 6.0. Security certifications must include SOC 2 Type II or CSAE 3416 Type 2 (covering January 1, 2025 through April 30, 2026), ISO 27001, and GovRAMP authorization. Vendors must maintain published cross-connect options to carriers and other vendors and execute BIT's Master Service Agreement for IT services.
The contract term is 10 years with the State holding the option to renew annually for up to two additional one-year extensions. Cost proposals must cover migration services, physical hosting, ongoing operational support, and disaster recovery planning for the entire 10-year period, itemized across staffing, travel, software licenses, hardware, maintenance, and facility services. Site visits, if required, will be scheduled before proposal submission at the offeror's expense. Evaluation will include technical expertise, IT requirements compliance, resource availability, past performance, project management methodology, and cost. The State has set a short-list determination date of November 16, 2026, and technical review discussions for December 7, 2026. All offerors with five or more employees bidding on contracts exceeding $100,000 must certify compliance with boycott-of-Israel restrictions. Background investigations will be required for all vendor employees with access to State systems or secure facilities.
