About this file

This is an Addendum to the Evaluation Criteria (Appendix F) for a Request for Proposals issued by the South Dakota Bureau of Information and Technology (BIT) for physical data center hosting services supporting the Infrastructure Resiliency Project. The RFP seeks proposals from qualified vendors capable of providing enterprise-class data center hosting with relocation services for state hardware including servers, storage arrays, mainframe systems, and networking equipment. Proposals must be submitted by November 2, 2026 by 11:59 p.m. CST to BIT.DCRESPONSE@state.sd.us. The selected vendor will enter into a 10-year contract with the State holding options to renew annually for up to two additional one-year extensions. Short-list determinations are scheduled for November 16, 2026, with technical review discussions planned for December 7, 2026.

Evaluation criteria are organized into five primary categories: Engagement Methodology, Co-location/Hosting, Technical and Managed Services, Security and Privacy Capabilities, and Geographic Location. Critical requirements include a data center facility physically located in South Dakota with 99.999% availability service-level agreement; SOC 2 Type II or CSAE 3416 Type 2 certification covering January 1, 2025 through April 30, 2026; ISO 27001 certification; and GovRAMP authorization. The vendor must provide quarterly service meetings, client references, resumes of key staff, and demonstrate alignment with BIT's project management practices. All support staff must be based in the United States. Cost proposals must itemize migration services, physical hosting, ongoing operational support, and disaster recovery planning across staffing, travel, software licenses, hardware, maintenance, and facility services for the entire 10-year period. Background investigations will be required for all vendor employees with access to State systems or secure facilities. Compliance ratings are defined as Native (standard feature), Additional (available through additional offerings), Third-Party (available through third-party services), or Not Supported.

Appendix F:

RFP Evaluation Criteria Appendix F with Addendum

All respondents must include a complete copy of this appendix (Appendix F: RFP Evaluation Criteria form with their proposal. While respondents are encouraged to provide supplemental documentation, a fully completed Appendix F is required for a proposal to be considered for the awarded contract.

The South Dakota Bureau of Information and Technology (BIT) is requesting detailed proposals from qualified providers capable of delivering the services outlined in this RFP. Your proposal must demonstrate a thorough understanding of the required services and the outcomes expected. Clearly identify the outcomes your solution will achieve and the deliverables you will provide as a result of performing the required services.

Your response must address each requirement in the order presented, using the compliance ratings defined in Table 1 – Acceptable Compliance Responses. Responses must be provided in a tabular format. For each requirement, list the compliance rating in one column and any explanatory text or supporting details in a separate column.

If the space provided for responses is insufficient, or if you wish to include additional supporting materials (such as support agreements, solution overviews, user manuals, or other documentation), you may include them in an appendix. Any appended material must be clearly referenced within your response.

Please ensure all information provided is accurate and not misleading. Incorrect or deceptive responses may result in disqualification from further consideration or may invalidate any resulting contractual agreements.

Addendum items are written in red text for ease of identifying new additions to the RFP since initial publication.
