About this file

This is a cost analysis appendix for a Data Center Relocation Request for Proposals issued by the State of South Dakota's Infrastructure Resiliency Project. The document establishes the mandatory cost structure and reporting requirements that all vendors must follow when submitting proposals for physical data center hosting services. Vendors are required to provide comprehensive cost analysis documentation using the prescribed Appendix E format, which serves as a mandatory component of any proposal considered for award. The RFP seeks a qualified data center vendor capable of delivering modern, resilient, and secure hosting services to support the State's mission-critical government operations, with emphasis on high availability, physical and environmental protections, and robust cybersecurity alignment.

The cost analysis framework requires vendors to itemize expenses across five primary categories: staffing and professional services (including onboarding, migration, configuration, and ongoing support); travel and expenses, with the State requesting acceptance of South Dakota per diem rates for onsite work; infrastructure, licensing, and recurring service costs presented in both one-time and three-year recurring cost formats; additional optional services and upgrades available for State selection; and a consolidated summary cost table providing a complete three-year financial projection. Vendors must provide detailed, transparent breakdowns of all cost elements, including setup fees, hardware provisions, implementation services, data center hosting and colocation fees, network costs, power and cooling expenses, and physical security services. Any vendor-specific or unlisted cost elements must be clearly identified and aligned with the appropriate cost categories, with incomplete submissions or lack of transparency potentially resulting in proposal disqualification.

Appendix E:

Cost Analysis for Data Center Proposal

All respondents must provide a comprehensive cost analysis using the structure outlined in this appendix (Appendix E: Cost Analysis for Data Center Proposal). While respondents are encouraged to include supplemental cost-structure documentation, a fully completed Appendix E is required for a proposal to be considered for the awarded contract.

Any vendor‑specific or otherwise unlisted cost elements not included in this form must be clearly identified within the section to which the cost most closely aligns.

Any lack of transparency or misrepresentation of costs may result in the disqualification of the vendor’s proposal.

1. Staffing and Professional Services Vendors should list all labor resources required to support the proposed data center services, including onboarding, migration, configuration, testing, ongoing support, and optional smart-hands rates.
