About this opportunity
The Orange County Transportation Authority is requesting proposals for actuarial valuation services for its retiree healthcare program and additional retiree benefit account under an informal RFP, with proposals due April 15, 2026 — a deadline that has already passed as of the current date of July 10, 2026.
The scope requires actuarial valuations of two retirement benefit plans: the Retiree Health Insurance plan (an OPEB plan covering post-employment healthcare) and the Additional Retiree Benefit Account (ARBA), a supplemental retirement benefits plan. Valuations must be performed as of January 1, 2026, January 1, 2028, and January 1, 2030, with draft actuarial valuation reports due within five months of each calendar year-end, annual roll-forward reports for each fiscal year ending June 30 (2026–2030) due within four weeks of year-end, and final reports incorporating OCTA feedback due within two weeks of draft acceptance. The consultant must also deliver oral presentations to management and remain available for related inquiries. OCTA employs approximately 1,400 people (800 covered by collective bargaining agreements, 600 administrative); the Retiree Healthcare Program serves multiple employee classifications with varying eligibility requirements, and the ARBA plan currently covers 879 active retirees with 1,278 active employees earning service credits as of June 30, 2023.
The contract value is a firm fixed price of $49,500 for the entire five-year term, covering all three full valuations and five annual roll-forward reports. The contract term runs through May 31, 2031. The consultant must maintain commercial general liability insurance of $1,000,000 per occurrence, automobile liability of $1,000,000 combined single limit, workers' compensation as required by California law, employers' liability of $1,000,000 per accident, and professional liability of $1,000,000. All proposals must certify non-involvement with Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government under Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065. Electronic proposal submission is mandatory. Evaluation criteria include qualifications and experience, staffing, work plan, cost and price proposal, and any submitted exceptions or deviations, which must be submitted with the original proposal by the due date.
