About this file

This is a Procurement Plan approval memo from the Orange County Transportation Authority (OCTA) for an informal Request for Proposals (RFP) to procure actuarial valuation services for the agency's retiree healthcare program and Additional Retiree Benefit Account (ARBA). The RFP, issued on March 24, 2026, requests proposals for actuarial valuations of two retirement benefit plans as of January 1, 2026, January 1, 2028, and January 1, 2030, with the proposal submission deadline of April 15, 2026 having passed as of the current date. The scope of work requires the selected consultant to deliver draft actuarial valuation reports within five months of each calendar year-end, annual roll-forward reports for fiscal years ending June 30, 2026 through 2030 within four weeks of year-end, and final reports within two weeks of draft acceptance. The consultant must also provide oral presentations to management and remain available for related inquiries. The contract is awarded on a firm-fixed-price basis for a five-year term running through May 31, 2031, with no renewal options specified.

The total contract value is $49,500 for the entire five-year term, with funding provided by Local Measure M2. The procurement uses a weighted evaluation criteria approach with qualifications of the firm at 25 percent, staffing and project organization at 30 percent, work plan at 20 percent, and cost at 25 percent. The procurement plan identifies that staffing expertise is critical, requiring staff members to be members of the American Academy of Actuaries with prior experience providing similar services. The evaluation team consists of Nicole Sanchez, Ben Torres, and Katrena Schulz, all Section Managers III. The consultant must maintain specified insurance coverage including commercial general liability of $1,000,000 per occurrence and professional liability of $1,000,000, and all proposals must certify non-involvement with Ukraine/Russia-related economic sanctions. An independent cost estimate was received, and the requisition number is R000596.
