About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for actuarial valuation services. The project requires a qualified firm to provide actuarial valuations of OCTA's liability for the retiree healthcare program (OPEB) and the additional retiree benefit account (ARBA), along with information to comply with all applicable GAAP standards. The contract is structured as a five-year fixed-price agreement with a proposed term date of July 22, 2025. The scope of work was submitted by Nicole Sanchez, Section Manager III, as Purchase Requisition No. R000596.

The total estimated cost for this procurement is $49,500.00, comprised entirely of direct labor costs calculated at 165 hours of Professional Services at a rate of $300.00 per hour. This estimate reflects a 10 percent increase from the previous contract value of $18,000 (billed at $9,000 annually for a two-year term), with the increase justified by the inflation rate for Professional Services since 2022 and the expansion to a five-year contract term. The previous contract was referenced as C32903. No overhead, materials, IT support, travel, subcontractor, or other direct costs are included in this estimate. The project has historically been procured as a fixed-price contract, and all bidders must certify compliance with Ukraine/Russia-related economic sanctions imposed by the State of California and the United States Government.
