About this opportunity
The Alaska Department of Labor, Division of Rehabilitation (DVR), Business Enterprise Program (BEP) is seeking a contractor to provide full-service vending machine services in state and federally owned, leased, or occupied buildings throughout the Juneau area. The primary deliverables include placement, installation, maintenance, stocking, and management of food and beverage vending machines across 18 designated locations listed in Appendix I, with the contractor responsible for all equipment procurement, repairs, cleaning, product sourcing, and refuse removal. Vending machines must accept dollar bills, dollar coins, and credit cards, comply with DEX compatibility and NAMA evaluation program standards, and achieve Energy Star ratings where applicable. The contractor must submit beginning and ending meter readings, provide quarterly or monthly accounting reports detailing gross sales by machine location and product category, and conduct annual comprehensive inventories documenting machine locations, product types, ADA compliance status, and facility feedback. Required qualifications include a minimum of three years' experience providing vending machine services within the previous five calendar years, a valid Alaska business license prior to proposal submission, and proof of workers' compensation insurance, commercial general liability insurance with minimum limits of $300,000 per claim, and commercial automobile liability insurance with the same minimum limits. Evaluation criteria allocate 25 percent to the management plan, 25 percent to experience and qualifications, 40 percent to contract cost, and 10 percent to Alaska Offeror Preference. Proposals must be submitted separately as technical and cost proposals in PDF format via email no later than 2:00 p.m. Alaska Standard Time on May 27, 2026, with a Notice of Award anticipated by June 9, 2026, and contract execution scheduled for July 1, 2026. The contract term is July 1, 2026, through June 30, 2027, with four optional one-year renewal periods exercisable solely at the state's discretion.
This procurement includes several preference provisions benefiting Alaska-based businesses and individuals. Offerors qualify for Alaska Bidder Preference (5 percent discount), Alaska Veteran Preference (5 percent, not to exceed $5,000), and Alaska Military Skills Program Preference (2 percent, not to exceed $5,000) if they hold a valid Alaska business license with an established place of business staffed for a minimum of six months and meet state residency or employment ownership requirements. The compensation structure is commission-based, calculated as a percentage of gross sales from each vending machine, with minimum commission rates specified at 20 percent for snack and cold drink machines, 35 percent for hot drink machines, and 15 percent for frozen, cold, and fresh food machines, while ATM transactions are priced at a flat $1.00 per transaction rather than a percentage-based commission. Contractors must establish a surety deposit calculated on anticipated quarterly commissions, with deposits ranging from the rounded quarterly commission amount (for commissions of $0–$5,000) to a flat $10,000 maximum (for quarterly commissions exceeding $10,000). Commission payments are due no later than 15 calendar days following the end of each reporting month, with a 1.5 percent monthly penalty assessed for late payments and $25 fines for returned checks. The specific award value is not predetermined in this RFP, as compensation depends entirely on the contractor's proposed commission percentages and the actual sales volume generated from vending machines across all designated locations; however, the contractor bears all operational costs while the state provides access to electricity and water at vending locations but no hardware, tools, labor, or liability assumption for electrical service interruptions.
