About this opportunity
Greenville County, South Carolina is requesting sealed proposals for infectious medical waste disposal services at the Detention Center, Emergency Medical Services, and Animal Care facilities, with proposals due June 9, 2026 at 3:00 p.m. under RFP #26113.
The scope encompasses collection, transportation, treatment, and disposal of infectious medical waste from three locations with distinct pickup frequencies and volumes. The Detention Center requires bi-weekly pickups for approximately 4,100 pounds annually in 28-gallon reusable containers across 16 locations. EMS requires bi-monthly pickups for approximately 1,300 gallons of medical biohazard waste and 36 gallons of sharps annually in 18-gallon and 28-gallon cardboard boxes. Animal Care requires as-needed monthly pickups for approximately 820 gallons annually in disposable sharps containers (14-quart, 2-gallon, 3-gallon, and 8-gallon sizes), with additional pharmaceutical and hazardous waste pending clarification. All facilities use incineration rather than autoclaving. The contractor must maintain comprehensive general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, automobile liability of $1,000,000 per occurrence, statutory workers' compensation, and pollution and professional liability insurance of $1,000,000 per occurrence, naming the County as additional insured. All personnel must pass background checks through the Greenville County Sheriff's Office and complete PREA training. The contractor must obtain all applicable South Carolina licenses and permits.
The contract establishes a one-year initial term with four optional annual renewals commencing July 1, 2026. The County reserves the right to award to one or more vendors and to add or remove locations as needed. No bonding is required. Vendors must submit per-pound pricing for infectious medical waste with pricing based on 30-day payment terms; optional pricing structures for container-based or monthly services, hazardous and non-hazardous waste streams, and tiered or volume-based models are permitted. Proposals are evaluated equally across six criteria at 16.7% each: responsiveness to RFP requirements, experience with similar projects, ability to meet specifications, regulatory compliance and safety, quality references, and cost competitiveness. The County anticipates award on June 19, 2026, with contract negotiations June 19–30 and services commencing July 1, 2026. Questions were due May 21, 2026.
