About this file

This is a Scope of Work document and responses from Animal Care in Greenville County, South Carolina, regarding infectious medical waste disposal services. The county is seeking sealed proposals for infectious medical waste disposal services across multiple Greenville County locations, including the Detention Center, EMS, and Animal Care facilities. The contract term is one year with the possibility of four annual renewals, commencing July 1, 2025. The county reserves the right to award the contract to one or more vendors and may add or remove locations as needed. Currently, Animal Care uses multiple sizes of disposable sharps containers (14-quart, 2-gallon, 3-gallon, and 8-gallon), with plans to add 2-gallon pharmaceutical waste containers and potentially 5-quart hazardous waste containers pending clarification from the coroner's office.

Current annual container usage estimates for Animal Care include approximately 60 units of 2-gallon sharps containers, 43 units of 14-quart sharps containers, and 2 units of 8-gallon sharps containers. The facility has been billed for 784 gallons of infectious waste year-to-date, estimated between 5,100 and 6,700 pounds of sharps waste (surgical needles, syringes with needles, and surgical blades), with pharmaceutical waste estimated at no more than 50 pounds annually and hazardous waste estimated at less than 20 pounds annually. Animal Care currently lacks a set pickup schedule, experiencing irregular service ranging from once to twice monthly. The facility autoclave-processes surgical tools on-site; animal carcasses and pathological waste are handled separately by sanitation and directed to the landfill rather than through the infectious waste disposal contract.

ANIMAL CARE

1. What kind of containers are currently being used at each facility? (size, disposable, etc) We currently use multiple sizes of the sharps containers (14 qt, 2 gallon, 3 gallon, and 8 gallon all disposable) We will need to add in 2 gallon Pharmaceutical waste containers (disposable) Will possibly need to add 5qt disposable Hazardous waste containers( waiting on response from coroners office.

2. Do you have data on installed containers by size and facility? No

3. Do you have data on quantity of containers used annually by size and facility? I can go through all of the vendors to see what we have ordered but this will take a while as they get ordered through multiple vendors through out the year. My best estimate for this current FY is around 60 of the 2 gal sharps containers, 43 of the 14qt sharps containers, and 2 of the 8 gallon sharps containers have been purchased.

4. Please provide the current pick up frequency for each facility. They do no seem to have a set schedule. Sometimes it’s once a month and sometimes its twice a month.

We honestly never know when they are coming.

5. A scope of infectious waste was provided, can you please provide volume in lbs by waste type and site. For this FY so far we have been billed for 784 gallons which would estimate between 5,100 – 6,700lbs in weight for the sharps containers (surgical needles. Syringes with needles, surgical blades) Unfortunately the company does not tell us the weight of what they picked up. This is going by the safe fill line and approximately what the containers should weigh. I would think the estimated amount in pounds for the pharmaceutical waste would be no more than 50lbs a year I would imagine the Hazardous waste would be less than 20lbs a year

6. Could you provide a breakdown of which waste is being incinerated versus autoclaved. All of our waste is picked up. Anything can be autoclaved is done so on site in our own machines for most surgical tools.

7. Waste was provided in gallons for two sites please provide in lbs.

8. Will there be any hazardous waste? If so, please provide waste descriptions and lbs for all hazardous, chemical, and universal waste produced broken down by facility. If the coroners office tells me that the Formalin that we use for biopsies/tissue samples can not be neutralized and then disposed of, we will need to purchase Hazardous waste containers. We estimate no more than 20lbs a year in Hazardous waste as most of the biopsies/tissue samples are sent to a lab that disposes of them after the tests are ran.

The only ones we will need to dispose of are in a situation where the client hasn’t paid for the testing to be completed therefore we do not send it off.

9. Does any of the waste include animal carcasses, if so what type? Our animal carcasses are picked up by sanitation and go to the landfill

10. Please provide a description of the pathological waste. Because our pathological waste is animal related and not human it also goes to the landfill
