About this opportunity

Workforce Solutions Borderplex, Inc. (WSB), a 501(c)(3) nonprofit workforce development board serving six counties in far west Texas (El Paso, Hudspeth, Culberson, Jeff Davis, Presidio, and Brewster counties), is requesting proposals for integrated Industry & Workforce Support Services with proposals due October 13, 2026 at 2:00 p.m. Mountain Standard Time. Small businesses and service-disabled veteran-owned businesses certified under Texas's Veteran Heroes United in Business (VetHUB) Program will receive tie-breaker consideration if proposals are otherwise equal.

The scope comprises four interconnected functions: Strategic Industry Support, Field Industry Outreach, Employer Operations Support, and Integrated Workforce System Coordination. The contractor will support employer engagement, workforce pipeline development, and regional industry initiatives under WSB direction. Respondents must propose a complete staffing model and budget demonstrating ability to perform the full integrated scope within the initial funding ceiling.

WSB anticipates initial funding of up to $300,000 for the initial contract period, with final award contingent upon actual fund availability and satisfactory performance. The initial contract term is 8–12 months with the option to renew for up to three additional one-year periods, with a maximum total contract term not exceeding 48 months. The anticipated contract start date is December 1, 2026.

The contractor will be a subrecipient subject to compliance with 2 C.F.R. Part 200, Texas Workforce Commission Financial Manual requirements, and applicable workforce development statutes, including uniform administrative requirements, cost principles, and audit requirements. No contract will be awarded to respondents on state or federal sanctions during the award phase. All bidders must demonstrate organizational capacity, financial stability, relevant experience, and absence of outstanding monitoring, audit, or legal concerns prior to award.

Questions are due September 29, 2026. Virtual opening of sealed proposals is scheduled for October 13, 2026 at 2:05 p.m. MST. All proposals must be submitted electronically through the Beacon e-Bid portal.
