About this opportunity

Dallas Independent School District is requesting proposals for an Industrial Safety and Equipment Certification Program to deliver OSHA 10 and Powered Industrial Truck (Forklift) certifications to high school students, with proposals due October 22, 2026. The program must include hands-on instruction, a career fair hosted by the provider, and employment connections for certified students. Sole-source providers are explicitly encouraged to respond.

The contract term is three years with two successive one-year renewal options, not to exceed five years total. Either party must provide ninety days' written notice prior to contract expiration if declining to renew. This procurement is conducted under Title 2 of the Code of Federal Regulations Part 200 and may be funded through local, state, federal, and grant sources.

Dallas ISD has established an aspirational small business enterprise (SBE) goal of 30% participation across all contracts for goods and services. Vendors must complete and submit SBE compliance forms; failure to do so results in a zero score for the SBE component, which carries up to 20 percentage points of the total evaluation score. SBE scoring evaluates enhancements and capacity building (up to 3 points), SBE references (up to 2 points), certified SBE joint venture or teaming agreements (up to 5 points), subcontractor utilization toward the 30% goal (up to 5 points), and submission of a detailed SBE participation plan (up to 5 points).

Vendors must complete and file the Texas Conflict of Interest Questionnaire (CIQ) under Texas Local Government Code Chapter 176, submit Form 1295 (Certificate of Interested Parties) through the Texas Ethics Commission, and include a signed W-9. Pricing shall remain firm for a minimum of 120 calendar days following receipt or opening date. All contractors are subject to Dallas ISD's legal requirements prohibiting assistance with instruction regarding sexual orientation and gender identity for students in prekindergarten through grade 12, with limited exceptions for authorized health services and student First Amendment–protected speech. All contractors must comply with child support certifications, clean air and water standards, and debarment certifications.
