The Minnesota Department of Administration, procuring on behalf of the Minnesota Department of Transportation (MnDOT), is seeking bids for indoor/outdoor IP pan/tilt/zoom traffic cameras with integrated wipers under SWIFT Event No. G0210-2000018493, with proposals due August 4, 2026 at 3:00 p.m. Central Time. All responses must be submitted electronically through the Supplier Portal; no non-electronic submissions are accepted.

The solicitation encourages participation from small businesses and disadvantaged businesses certified under Minnesota's Small Business Procurement Program, though no mandatory set-aside or preference applies. The State reserves the right to award to one or multiple responders or reject all proposals.

Cameras must meet mandatory technical specifications including minimum 30X optical zoom, 120dB wide dynamic range, full HD 1080p at 60 frames per second, low-light sensitivity to 0.03 LUX, electronic image stabilization, dual independent H.264 video streams, integrated wipers, thermostatically controlled defrosters, PoE++ power delivery via CAT5E, IP66 housing, 360-degree continuous pan rotation, 40-degree tilt up to 90-degree tilt down, ONVIF Profile S/G/T compliance, and compatibility with MnDOT's standard pole-top mounting pattern. Weight must not exceed 30 pounds; operation must withstand 75 mph wind speeds and NEMA TS2 temperatures from −34°C to 74°C. Dome-style cameras are automatically rejected. Five-year manufacturer hardware warranty with paid shipping for returns and five-year firmware support and security-patch maintenance are mandatory. The State reserves the right to request sample units for testing over four to eight weeks prior to final award, with responders bearing shipping costs.

The estimated annual contract value is $290,000 to $310,000, though this figure is not binding. The contract term runs October 1, 2026 to September 30, 2028, with options to extend up to three additional years in State-determined increments. Pricing must be submitted as fixed unit prices (camera, 50-foot extension cable, wall bracket, pole bracket) or as discount off OEM list price. All costs, including duties, freight, taxes, and insurance, are included in the quoted price, FOB destination prepaid.

Evaluation occurs in three phases: Phase 1 assesses responsiveness and mandatory pass/fail requirements; Phase 2 scores acceptance of State terms (100 points), desired device capabilities (400 points), responder experience (100 points), and cost detail (400 points); Phase 3 involves equipment demonstration and testing. The contract is available to all Cooperative Purchasing Venture members at the same prices and terms. Contractors must maintain comprehensive general liability ($2 million per occurrence), professional liability ($2 million per claim), and network security and privacy liability ($2 million per occurrence) insurance, and comply with ISO 28000 or 27036 supply chain security certification. Questions are due July 24, 2026 at 3:00 p.m. Central Time; contact David Sisk at David.Sisk@state.mn.us or 651-201-8100.
