About this file
This is a technical specifications attachment for a formal procurement solicitation issued by the Minnesota Department of Administration on behalf of the Minnesota Department of Transportation (MnDOT) for indoor/outdoor IP pan/tilt/zoom traffic cameras with integrated wipers. The solicitation, designated SWIFT Event No. G0210-2000018493, requires all bids to be submitted electronically through the Supplier Portal no later than August 6, 2026, at 3:00 p.m. Central Time. The contract term spans October 1, 2026, through September 30, 2028, with options to extend up to three additional years at the State's discretion in State-determined increments. The solicitation does not specify a fixed quantity of cameras; rather, the estimated annual contract value is $290,000 to $310,000. No bidder's conference or site visits are mentioned in the available documentation.
Pricing must be submitted as fixed unit prices for individual components (camera, 50-foot extension cable, wall bracket, pole bracket) or as a discount off original equipment manufacturer list price, with all costs including duties, freight, taxes, and insurance included in the quoted price on an FOB destination prepaid basis. The solicitation encourages participation from small businesses and disadvantaged businesses certified under Minnesota's Small Business Procurement Program but establishes no mandatory set-aside or preference. Responders must maintain comprehensive general liability ($2 million per occurrence), professional liability ($2 million per claim), and network security and privacy liability ($2 million per occurrence) insurance, and comply with ISO 28000 or 27036 supply chain security certification. A mandatory five-year manufacturer hardware warranty with paid shipping for returns and five-year firmware support and security-patch maintenance are required. The State reserves the right to request sample units for testing over four to eight weeks prior to final award, with responders bearing all associated shipping costs. The contract is available to all Cooperative Purchasing Venture members at identical prices and terms.
