About this opportunity

The Texas General Land Office is requesting proposals for coastal construction services at the Indian Point Causeway in San Patricio County, with proposals due August 27, 2026 at 2:00 p.m. CT. A VetHUB Subcontracting Plan is required as a condition of responsiveness.

The scope involves adding 5,510 cubic yards of beach fill along approximately 1,300 linear feet of rock breakwater living shoreline on the northern shore at Indian Point Pier to protect the shoreline, marshes, submerged aquatic vegetation, oysters, and bird habitat from erosion, wave action, and storm surge. Work includes mobilization and setup, environmental protection, construction surveying, mechanically placing beach quality sand, grading, site cleanup, and demobilization in accordance with specifications and contract drawings. The construction period is estimated at approximately 180 to 243 calendar days from issuance of the Notice to Proceed, with no work beginning until receipt of the NTP.

Evaluation weighting is cost (40%), demonstrated relevant experience and past performance (25%), technical proposal and schedule (25%), responsiveness and organization (5%), and safety record with quality and cost control programs (5%). Award is anticipated for September 15, 2026, with contract execution anticipated by October 30, 2026.

Financial solvency and adequate capitalization must be demonstrated within three business days of receiving a Notice of Intent to Award. Performance and payment bond requirements apply if the contract price exceeds $25,000 and $100,000 respectively. Liquidated damages of $500 per day apply for failure to achieve substantial completion within the contract time. Respondents must carry insurance naming the GLO as an additional insured and comply with all applicable federal, state, and local laws, including OSHA requirements and environmental and wildlife protection procedures.

An optional virtual pre-proposal conference is scheduled for July 29, 2026 at 11:00 a.m. CT. The deadline for submitting questions is July 31, 2026 at 5:00 p.m. CT. Site visits are strongly encouraged before submission.
