About this opportunity

The State of Utah Division of Purchasing is seeking Independent Medical Examiners (IMEs) through a Request for Proposal (RFP) to provide professional medical review and examination services for state and local government entities. The procurement aims to establish a statewide cooperative contract with multiple potential awardees, focusing on medical record reviews, independent medical examinations (both in-person and virtual), expert report generation, testimony, and consultation services. Vendors must submit technical and cost proposals, with a comprehensive evaluation process that includes 700 technical points and 300 cost points. To be considered, offerors must achieve a minimum of 490 technical points (70%) across five key criteria: Experience and Qualifications (200 points), Approach and Methodology (175 points), Reporting and Deliverables (125 points), Communication and Customer Service (100 points), and Compliance and Data Security (100 points). The RFP was posted on October 21, 2025, with proposals due by November 12, 2025, and will result in a 5-year contract with vendors required to guarantee pricing for the first year.

The procurement does not specify explicit set-aside designations or restrictions on respondent types, but vendors must meet comprehensive professional qualifications in medical examination and review services. Potential participants include medical professionals, examination firms, and medical consulting organizations capable of providing services across various medical specialties. The contract includes an administrative fee of 0.25% and will be available to Utah state government departments, public entities, institutions, agencies, political subdivisions, nonprofit organizations, and potentially federal agencies. While specific budget ranges are not explicitly stated, the RFP indicates an as-needed, price-agreement model with no guaranteed minimum usage volumes. The evaluation methodology will utilize a market basket pricing approach, with the lowest-priced proposal receiving 100% of available cost points, and other proposals receiving proportional allocations based on their pricing relative to the most competitive bid.
