About this file

This document is a Scope of Work for Independent Medical Examiner (IME) services issued by the State of Utah Division of Purchasing, seeking to establish a cooperative contract for governmental entities. The solicitation aims to provide professional medical review and examination services to support timely evaluation of injury-related claims, with the goal of reducing unnecessary litigation costs and improving claims resolution efficiency. The contract will be an as-needed, price-agreement for a 5-year term, with the potential for multiple award recipients who achieve a minimum combined technical score of 70%. Contractors will be required to perform medical record reviews, conduct independent medical examinations (in-person or virtual), provide written expert reports, offer testimony, and provide expert consultation to state agency claims staff.

The procurement methodology involves a two-stage evaluation process with 700 technical points and 300 cost points, requiring vendors to first score at least 490 technical points to advance to the cost evaluation stage. Cost points will be calculated based on the lowest market basket price, with the most competitive bidder receiving 100% of available price points. An administrative fee of 0.25% will be applied to the contract, and vendors must guarantee their pricing for the first year. There are no guaranteed minimum usage volumes, and the contract is designed to be flexible for Utah governmental entities to access IME services directly, potentially reducing reliance on external legal counsel and minimizing litigation-related expenses.

1. Introduction The purpose of this solicitation is to provide Independent Medical Examiners to provide professional medical review and examination services (IMEs). These services will support the timely evaluation of injury-related claims and associated medical expenses.
