About this file
The document is a Technical Criteria Attachment (Attachment E) for the State of Utah Division of Purchasing's Request for Proposal (RFP) for Independent Medical Examiner (IME) services. The RFP seeks to establish a statewide cooperative contract for professional medical review and examination services, with the potential for multiple awards. The contract will have a 5-year term, with vendors required to guarantee pricing for the first year. Vendors must submit detailed technical responses addressing five key evaluation areas: Experience and Qualifications (200 points), Approach and Methodology (175 points), Reporting and Deliverables (125 points), Communication, Responsiveness, and Customer Service (100 points), and Compliance and Data Security (100 points).
The procurement methodology requires offerors to achieve a minimum of 490 technical points (70% of 700 available technical points) to advance to the Cost Evaluation stage. The cost evaluation will be based on a market basket pricing model, with the lowest-priced proposal receiving 100% of the available 300 cost points, and other proposals receiving a proportional allocation. An administrative fee of 0.25% will be applied to the contract. To be eligible for a statewide cooperative contract, vendors must demonstrate comprehensive capabilities in conducting independent medical examinations, including robust processes for record reviews, report generation, data security, regulatory compliance, and maintaining professional standards across medical specialties.
