About this opportunity
The City of Long Beach Fire Department issued RFP TI-24-492 for a Mobile Computer Aided Dispatch application on October 24, 2024, with proposals due December 18, 2024; the City issued a Notice of Intent to Award to Tablet Command on March 25, 2025, following demonstrations on February 24–26, 2025.
The procurement seeks a mobile incident management solution providing real-time bidirectional integration with the City's CentralSquare Tiburon 2.9.2 CAD system, handheld device management via IBM MaaS360 or Microsoft InTune, and incident management functions including push notifications, custom checklists, offline capabilities, geospatial integration with Esri, vehicle location tracking, and interoperability with surrounding fire agencies. The solution must integrate with existing staffing applications such as UKG Telestaff. The current system operates on ruggedized Windows-based Mobile Digital Computers; the Fire Department seeks to transition to handheld devices, preferably iOS.
A local-preference program applies: five percentage points for businesses maintaining a principal place of business within Long Beach with a current business license and seller's permit; an additional five points for brick-and-mortar or non-residential commercial locations within the City. Proposers claiming local preference must submit Attachment C with required documentation or forfeit points.
The contract term is two years with options to renew for three additional one-year periods, not to exceed five years total. The RFP does not specify total contract value but requires pricing broken down by deliverable type, a milestone-based payment schedule, and annual subscription costs with detailed line-item breakdowns for support, licenses, and maintenance. The City issues payment within 30 calendar days of invoice.
Evaluation is two-stage: written proposals (40% organizational capacity and experience including Tiburon CAD integration track record; 30% method of approach; 15% communications and reporting; 15% cost reasonableness) and software demonstrations (30% functionality; 20% usability; 30% performance; 20% integration capabilities). The awarded contractor must maintain $1 million general liability, $1 million professional liability, and $1 million cyber liability insurance, and must provide 24/7 emergency support with 15-minute response times and critical support with one-hour response times.
The City received five proposals by December 18, 2024, shortlisted three firms (Tablet Command of Walnut Creek, California; Locality Media Inc. of Garden City, New York; Always on Scene LLC of Fairfax, California) on February 13, 2025, and selected Tablet Command following demonstrations. Work shall not commence until the vendor receives and signs a purchase order.
Addendum 1, issued November 13, 2024, requires proposers to acknowledge receipt by signature and submission with their proposals; failure to submit the acknowledged addendum may result in disqualification. An optional pre-proposal video is available at https://youtu.be/y2Z91G6lNyY. Questions were due November 18, 2024, at 11:00 AM, with responses posted December 4, 2024. An optional pre-proposal meeting was scheduled for November 7, 2024, at 10:00 AM.
All proposals require signed Authorization Certification (Attachment A), Equal Benefits Ordinance compliance documentation (Attachment B), Local Preference Program forms (Attachment C), and Vendor Information Security Assessment questionnaires. Proposers must certify they are not suspended, debarred, or ineligible under federal compliance requirements, and proposals must remain valid and firm for 90 days from submission.
