About this file
This is a narrative proposal template and submission guidance document for a City of Long Beach, California procurement opportunity (TI-24-492) involving mobile data computer (MDC) and computer-aided dispatch (CAD) system integration services. The RFP seeks a solution provider to develop near real-time, bidirectional integration capabilities with Tiburon Command CAD 2.9.2 for the Long Beach Fire Department, with particular emphasis on MDC applications that support mobile data viewing and offline mode functionality. The proposal must address implementation timelines, staffing plans with identified key personnel and their time commitments, a detailed work schedule, and the vendor's approach to achieving specified operational outcomes and metrics.
Proposers must submit comprehensive cost proposals that itemize implementation costs by deliverable type and include a milestone-based payment schedule, along with annual subscription costs broken down by support, licenses, maintenance, and other line items with the cost model clearly defined (such as per-user or per-population pricing). Mandatory proposal components include organizational capacity and experience documentation, references from at least five previous projects, subcontractor information if applicable, financial stability documentation (financial statements, tax returns, or income/balance sheet statements), and proof of insurance compliance. The vendor must demonstrate 24/7 support capabilities with defined response times for critical and non-critical issues, maintain technical currency of the solution, provide usage reporting at the device level, and submit a subcontractor payment notification plan. All proposals require signed authorization certifications, Equal Benefits Ordinance compliance documentation, Local Preference Program forms, and Vendor Information Security Assessment (VISA) forms at submission.
