About this opportunity
The New York State Office of Information Technology Services, procuring on behalf of the Department of Health, is seeking implementation and development services for a Lead Rental System electronic registry under Discretionary Procurement C001004, with proposals due August 28, 2026 and vendor questions due July 31. This procurement is limited to NYS-certified Minority and Women-Owned Business Enterprises (M/WBE) or Service-Disabled Veteran-Owned Businesses (SDVOB), with ITS establishing supplier diversity goals of 30% overall M/WBE participation (15% MBE and 15% WBE) and 6% SDVOB participation.
The scope is a Microsoft Power Platform–based digital registry for residential rental dwellings with two or more units built prior to 1980 in designated Communities of Concern areas, enabling property owners to register rental properties, report lead hazard inspection findings, submit exemption requests, and certify properties as lead-safe under New York State Public Health Law 1377. The system must track submissions and generate compliance notices for DOH and Local Health Departments.
Mandatory minimum qualifications include a minimum of five years' experience implementing Microsoft Power Platform with a user base of 120,000 or more; four years' experience with Power Pages for similar user bases; and five years' experience integrating document management in Microsoft Power Platform leveraging Dataverse and SharePoint. Bidders must also demonstrate five years' experience implementing Power Apps solutions and five years' experience in local, city, and state government agencies.
The contract term is three months following system go-live, with anticipated project completion in six months. Cost allocation is constrained: project management, business requirements, and system design combined cannot exceed 80% of total project cost; integration, testing, and QA cannot exceed 15%; and deployment, training, and post-go-live support cannot exceed 5%. All awards are contingent on Office of the State Comptroller approval and vendor responsibility certification. Contractors must comply with extensive security, privacy, and AI requirements outlined in the appendices, including encryption standards, offshore data-storage restrictions, and 90-day written notice before deploying any AI technology.
