About this opportunity
The Texas Department of Public Safety is requesting bids on immunalysis reagent kits under IFB 405-26R0008445A, with electronic bids due July 23, 2026 at 5:00 p.m. Central Time. This is advertised as a sole source or proprietary solicitation under Texas Government Code 2155.067, though DPS encourages bids from qualified vendors offering equivalent products with detailed specifications and comparisons.
The scope comprises 12 line items of Direct ELISA testing kits for substance analysis—cannabinoids, opiates, PCP, amphetamines, barbiturates, methamphetamine, cocaine/benzoylecgonine, benzodiazepines, oxycodone/oxymorphone, carisoprodol, and zolpidem—plus phosphate-buffered saline solution. Estimated quantities range from 3 to 30 units per line item. All deliverables must be submitted to the Texas Department of Public Safety Crime Lab Division at 5800 Guadalupe, Austin, TX 78752.
The contract term runs for one year from the effective date of the purchase order, with DPS holding the right to extend performance for no more than a six-month period for re-advertising or transition purposes. DPS guarantees no minimum compensation and reserves the right to terminate for convenience with 30 days' written notice. All work product and intellectual property created during performance become the exclusive property of the State of Texas.
Bidders must submit pricing on the Mandatory Pricing Schedule with unit and extended prices for each line item. Financial documentation requirements include audited financial statements for the previous two years, a Dun & Bradstreet report, or a detailed financial solvency statement. Bidders must also submit the Direct Deposit Authorization Form (74-176), Application for Texas Identification Number (AP-152), and IRS Form W-9. Evaluation follows the best value standard under Texas Government Code 2156.007, and bidders may be disqualified for vendor performance ratings below C grade, active Corrective Action Plans, repeated negative performance reports, or cancelled purchase orders within the previous 12 months. Questions are due July 17, 2026 at 5:00 p.m. CT; anticipated award date is July 24, 2026.
