About this file

This is a vendor information document from the Texas Department of Public Safety (DPS) that provides instructions for participating in the DPS Online Bid Room, an optional electronic submission platform for solicitation responses. The document outlines a two-step registration process for vendors: Step 1 requires vendors to register at https://texasdps.appianportalsgov.com/vendor-management, with username and password credentials typically arriving within two business days; Step 2 involves using the received login credentials to access the Online Bid Room and submit solicitation responses electronically. The document emphasizes that vendors must allow sufficient time for the registration process to meet solicitation response deadlines, as late submissions are not accepted. All solicitation responses must be submitted in the form and manner specified in the solicitation package by the stated due date and time, with failure to adhere to these requirements potentially resulting in disqualification.

The document clarifies that use of the DPS Online Bid Room is voluntary and subject to all terms, conditions, and requirements applicable to other submission methods. Electronic submissions through the platform receive automatic confirmation via the system, eliminating the need for additional receipt confirmation. DPS provides comprehensive vendor support resources including an online tutorial, vendor user guide, frequently asked questions, and direct support contact information. Importantly, the document specifies that technical difficulties with the optional DPS Online Bid Room platform do not constitute grounds for protesting a contract award. Vendors are directed to contact the DPS point of contact identified in the solicitation package with any questions regarding the solicitation itself.
