About this opportunity

The Texas Department of Public Safety is seeking qualified instructors to provide training services for the Interdiction for the Protection of Children (IPC) program on an open-enrollment, as-needed basis, with applications due August 31, 2031. The solicitation covers IPC 2-Day Basic courses and 5-Day Train the Trainer courses. Questions are due April 22, 2026, with Q&A responses on April 29, 2026.

Applicants must hold IPC instructor certification and comply with criminal history background checks at their own expense. DPS requires evidence of financial resources and stability, including audited financial statements for the previous two years or alternative documentation; successful contractors must submit financial rating information within 120 days after their fiscal year end. Contractors must accept firm fixed-rate pricing with no negotiation. Chart Set 1 compensation includes $2,287 for a 1-day IPC 2-Day Basic course and $2,979 for a 2-day course; Train the Trainer rates range from $2,287 (1-day) to $5,193 (5-day). Chart Set 2 offers higher rates: $2,977 (1-day) and $3,772 (2-day) for basic courses, with Train the Trainer rates from $2,857 to $6,037. Payment is firm fixed rate with no minimum utilization or compensation guaranteed and is made by direct deposit only on Net 30 from invoice submission.

The initial contract term begins on the effective date stated in the notice of award and expires on a date to be outlined in that notice, with optional renewal terms and potential extension at DPS's discretion. DPS reserves the right to award one or more contracts to responsible applicants deemed best value. Contractors must comply with DPS Standard Terms and Conditions, including termination for convenience with 30 days' notice, E-Verify employment verification, drug-free workplace requirements, and indemnification of the State of Texas. Applicants must submit responses electronically to DPS_Solicit_Response@dps.texas.gov or via the DPS Online Bid Room. All required forms — including the Information and Certifications Form, W-9, Texas Identification Number Application (AP-152), Direct Deposit Authorization Form, and Vendor Exceptions Form — must accompany applications. Contract continuation is subject to availability of DPS's funding source.
