About this opportunity

The Colorado Department of Agriculture is requesting bids for insectary foundation repair under IFB1,BDAA,2027-0032, with bids due October 13, 2026. The estimated construction budget is $340,000.

For projects estimated at $1 million or more without federal funding, bidders must comply with State Apprenticeship Utilization requirements; projects exceeding $500,000 without federal funding require 80% Colorado labor and State Prevailing Wage compliance. Service-Disabled Veteran Owned Small Business bidders must provide certification proof from the Center for Veteran Enterprise. Bid security of not less than 5% of the bid price is required as a surety bond, cash equivalent, or other form acceptable to the State.

The scope encompasses foundation repair and structural reinforcement, including excavation, assessment, concrete repair, waterproofing, and restoration. Bidders must specify two timeline components: Notice to Proceed to Substantial Completion and Substantial Completion to Final Acceptance, both in calendar days. Bids exceeding the completion timeframe indicated in the advertisement will be rejected as non-responsive. One additional site visit to the property may be arranged in advance by contacting Ron Phillips at ron.phillips@state.co.us. The state has indicated willingness to temporarily relocate certain departments and accommodate operational constraints on a case-by-case basis to allow contractors full building access; some departments contain specialized equipment that cannot be relocated, requiring coordination with facility management.

Award will be made to the lowest responsible bidder taking into account Colorado resident bidder preference provisions, determined by the base bid combined with either deductible or additive alternates but not both. The state will evaluate proposals based on overall best value, balancing fiscal responsibility with long-term operational effectiveness and technical capability. Bidders must submit bids as a zip folder uploaded to Box.Com, titled with the IFB Number, project title, and offeror's name. Bidders must acknowledge receipt of all addenda on the bid form; major clarifications are issued as addenda no later than two business days before bid opening. All work must comply with Colorado state and local laws, approved building codes, prevailing wage requirements, and embodied carbon emissions and Environmental Product Declarations meeting specified Global Warming Potential limits.
