About this file

This document is a Questions and Answers record for an Invitation for Bid (IFB) issued by the State of Colorado Department of Agriculture for the Insectary Foundation Repair project (IFB1,BDAA,2027-0032; Project Number 2027-034M26). The project involves foundation repair work at the state insectary facility with an estimated construction budget of $340,000.00. Bidders are permitted one additional site visit to the property prior to bid submission, which must be arranged in advance by contacting Ron Phillips at ron.phillips@state.co.us. All bid information, including addenda and attachments, is available on the Colorado VSS website. The state has indicated willingness to temporarily relocate certain departments and accommodate operational constraints on a case-by-case basis to allow contractors full building access during the construction window.

The state will evaluate proposals based on overall best value, balancing fiscal responsibility with long-term operational effectiveness and technical capability as primary evaluation factors. Some departments within the insectary contain specialized equipment that cannot be relocated, requiring coordination between the contractor and facility management. The state's commitment to completing the project within the designated construction window suggests a defined timeline for the work, though specific completion dates are not detailed in this Q&A document.
