A mandatory pre-bid walk-through is scheduled for January 29, 2026 at 9:00 a.m. MST, with written questions due by February 5, 2026 at 2:00 p.m. MST, and bids due electronically through Utah Public Procurement Place (U3P) Bonfire on Wednesday, February 11, 2026 at 2:00 p.m. MST. The procurement contains no specific set-aside designations for disadvantaged enterprises; however, all bidders must comply with comprehensive compliance requirements including E-Verify verification, Americans with Disabilities Act standards, Utah State Energy Code, drug and alcohol testing provisions, and certification that they are not engaged in prohibited economic boycotts as defined under Utah Code 63G-27. All bids exceeding $50,000 require a five percent bid bond with a corporate surety licensed in Utah and listed in US Treasury Circular 270, and the awarded contractor must provide performance and payment bonds equal to the total bid price. Contractors performing on-site work must comply with Utah Senate Bill 81 regarding illegal immigration status verification and provide comprehensive insurance coverage including worker's compensation, employee liability of $1,000,000 per occurrence, comprehensive general liability of $2,000,000, automobile liability of $1,000,000, and umbrella coverage of $5,000,000, with JSD named as additional insured. The procurement includes a Standard Student Data Privacy Agreement (NDPA) Version 2.1 incorporating Utah Code 53E-9-309 requirements, obligating contractors to implement administrative, physical, and technical safeguards adhering to nationally recognized cybersecurity standards such as NIST frameworks and ISO 27000 series. Approved installer candidates include Performance Audio LLC, Summit Fire, and Webb. The award will be made to the lowest responsive and responsible bidder, and JSD reserves the right to issue multiple awards; no specific budget range is disclosed in the bid documents, though the construction allowances total $60,000 across all locations.
