About this opportunity
The City of St. George is requesting bids to provide a portable crushing unit and temporary operations to process on-site asphalt and concrete rubble at the Reuse Center into usable road base material under IFB 26-306, with bids due October 19, 2026 at 2:00 PM and questions due October 15, 2026 at 2:00 PM.
The scope requires the contractor to furnish all labor, supervision, equipment, fuel, maintenance, dust-control measures, traffic control, and permits necessary to crush and stockpile materials meeting City specifications for untreated road base, ¾-inch minus. Work is performed at 575 East Brigham Road, St. George, Utah. The contractor must submit a production plan before mobilization identifying minimum average production rates, personnel and equipment lists, dust-control and noise-control plans. Payment comprises three line items: mobilization (lump sum), crushing and stockpiling of asphalt rubble (per ton), and crushing and stockpiling of concrete rubble (per ton). Tonnage is measured using the state-certified scale at the Reuse Center; the contractor coordinates weighing and provides weight tickets and daily production records to the City. The contractor is responsible for all permits, air-quality and dust monitoring, noise monitoring, material testing, and daily sampling to ensure conformance to City specifications. Nonconforming material must be reprocessed or removed at contractor expense. An on-site safety representative is required; at least two silica-dust monitoring and two noise-monitoring events must occur during operations. All work must comply with OSHA, MSHA, and federal, state, and local safety, health, environmental, and occupational requirements.
The City intends to commence work within 30 calendar days of Notice of Award and complete the project within 45 calendar days from Notice to Proceed. Liquidated damages are $250 per calendar day for failure to complete work on schedule or for failure to repair deficiencies within ten days of notification. Bidders must submit a bid bond of 5% of the total bid amount payable to the City, executed by a surety authorized in Utah and listed on U.S. Treasury Circular 570. The successful bidder must provide a Certificate of Legal Work Status and certificates of insurance, including $1,000,000 per occurrence / $4,000,000 aggregate commercial general liability and $1,000,000 per person / $3,000,000 multiple-person business automobile liability, within ten calendar days of Notice of Award. Bids must be submitted via sgcity-utah.bonfirehub.com and are based on unit prices. Award will be made to the lowest responsible bidder.
