About this file

This is a technical specifications document for the City of St. George, Utah's FY27 Reuse Crushing Operation, which requests bids from qualified contractors to process city-owned asphalt and concrete rubble into usable road base material at the City of St. George Reuse Center located at 575 East Brigham Road. The project requires contractors to furnish all labor, supervision, equipment, fuel, maintenance, dust-control measures, and traffic control necessary to crush and stockpile materials meeting City specifications for untreated road base, ¾-inch minus. The scope includes three pay items: mobilization (lump sum), crushing and stockpiling of asphalt rubble (ton), and crushing and stockpiling of concrete rubble (ton). Contractors must submit production plans identifying minimum average production rates, personnel and equipment lists, dust-control plans, and noise-control plans prior to mobilization.

Payment is based on the tonnage of source material measured using the state-certified scale at the Reuse Center, with contractors required to coordinate all load weighing and provide weight tickets and daily production records to the City. The contractor bears all costs for permits, approvals, certifications, air-quality compliance, dust monitoring, noise monitoring, and material testing. Material quality control requires daily sampling and testing to ensure finished product conforms to City specifications, with nonconforming material subject to reprocessing or removal at the contractor's expense. The contractor must designate an on-site safety representative, conduct at least two silica-dust monitoring events and two noise-monitoring events during operations, maintain separate asphalt and concrete stockpiles, and ensure all work complies with federal, state, and local safety, health, environmental, and occupational requirements including OSHA and MSHA standards. The City reserves the right to inspect operations, reject nonconforming material, and suspend operations for unsafe or noncompliant conditions.

1.2 Material Requirements.

All crushed material shall conform to the City of St. George Standard Specifications for Design and Construction for untreated road base, ¾-inch minus, unless otherwise directed in writing by the City. The finished material shall be uniformly graded, suitable for use as road base, and free of deleterious material.

1.3 Crushing Equipment.

The Contractor shall provide and operate an impact-type crusher suitable for processing asphalt and concrete rubble into the specified finished product.

1.4 Stacking and Stockpiling.

The Contractor shall provide a stacker conveyor belt to stockpile finished material. Stockpiles shall be maintained in an orderly manner, with adequate separation between material types and sufficient access for City inspection and loading operations.

1.5 Sequencing and Separation of Materials.

The Contractor shall crush all asphalt material before beginning concrete crushing operations.

Asphalt rubble and concrete rubble shall be maintained in separate stockpiles.

1.6 Permits, Compliance, and Testing Costs.

The Contractor is responsible for obtaining and maintaining all permits, approvals, certifications, monitoring, inspections, and testing required for its operations. All costs for air-quality compliance, dust monitoring, noise monitoring, material testing, and related documentation shall be included in the Contractor’s unit price, unless specifically identified otherwise in the contract.

1.8 Site Cleanliness and Safety.

A. The Contractor shall maintain the work area in a clean, orderly, and safe condition throughout the work. Waste, debris, spilled material, and other obstructions shall be removed promptly.

B. The Contractor shall conduct daily housekeeping activities and shall clean up the work area upon completion of crushing operations.

C. The Contractor shall ensure that all equipment, stockpiles, conveyors, access routes, and work areas are maintained in a safe condition.

D. At the end of each workday, the Contractor shall secure all equipment and the work area to prevent unauthorized access, hazards to City staff or the public, and accidental release of material.

E. Crushing operations, work sequencing, stockpile locations, and access routes may be adjusted by City as necessary to meet operational, safety, air-quality, noise, material-quality, or site-management objectives.

1.9 Regulatory Compliance.

The Contractor shall perform all work in accordance with all applicable federal, state, and local safety, health, environmental, and occupational requirements, including applicable Occupational

Safety and Health Administration (OSHA) and Mine Safety and Health Administration (MSHA) requirements.

1.10 Site Safety Representative.

The Contractor shall designate a qualified on-site safety representative with authority to stop work and correct unsafe conditions. The safety representative shall be available during all crushing operations.

1.11 Required Inspections and Monitoring.

A. Before crushing operations begin, the Contractor shall inspect all crushing, screening, conveying, and support equipment following setup. The inspection shall verify that equipment guards, emergency stops, access controls, fire extinguishers, warning devices, and other required safety features are in place and operational.

B. The Contractor shall conduct at least two (2) additional silica-dust monitoring events during the crushing operation. Monitoring shall include representative sampling during active crushing conditions and documentation of sampling locations, dates, operating conditions, results, and corrective actions, if any.

C. The Contractor shall conduct at least two (2) noise-monitoring events during crushing operations. Noise-monitoring records shall identify the date, time, equipment in operation, monitoring location, measured noise level, and any corrective action taken.

D. The Contractor shall conduct additional inspections, testing, or monitoring when required by the City or when operating conditions indicate that additional controls may be necessary.

E. The Contractor shall provide copies of all inspection reports, material test results, air-monitoring records, noise-monitoring records, and corrective-action documentation to the

City within two (2) business days of completion or receipt.

1.12 Location of Work.

All crushing operations shall be performed at the City of St. George Reuse Center, located at:

575 East Brigham Road

St. George, Utah

The Contractor shall confine operations to areas designated by the City.

Part 2 – Measurement and Payment

Payment shall be based on the number of tons of source material stockpiled on-site before crushing, as measured using the State-certified scale at the Reuse Center. The Contractor shall coordinate all load weighing with the City and provide weight tickets and daily production records to the City.

Item
