About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is seeking a prevention program contractor for criminal justice-involved women and gender-diverse individuals through Invitation for Bid (IFB) C5612597-D. The program will be implemented at two facilities: Central California Women's Facility (CCWF) and California Institution for Women (CIW), targeting 250 participants annually at CCWF and 150 at CIW. The contractor must provide a specialized, trauma-informed therapeutic curriculum with two distinct program segments: one focusing on trauma/abuse victims and another addressing histories of aggression and violence. Required deliverables include comprehensive programming with core elements of safety, trustworthiness, choice, collaboration, and empowerment, delivered in both English and Spanish. The program requires one part-time Administrator (20% time) and one Program Coordinator (50% time) at each facility, who will develop and implement evidence-based curriculum and materials. The bid is due on March 4, 2025, at 11:00 AM, with a public bid opening on March 6, 2025, and a contract term spanning July 1, 2025, through June 30, 2028.
While the procurement is exempt from Disabled Veteran Business Enterprise (DVBE) requirements, the state encourages DVBE participation and offers incentives ranging from 1-5%. A small business preference of 5% (up to $50,000) is available to qualifying vendors. The contractor must provide commercial general liability insurance of $1,000,000 per occurrence and auto liability insurance of $1,000,000 per claim. Bidders must submit three references demonstrating correctional institution experience, curriculum samples, and key personnel resumes. The contract will be awarded to the lowest responsible bidder meeting all requirements, with rate sheets specifying personnel costs, operating expenses, materials, travel, and a 10% overhead rate. While specific budget ranges are not explicitly stated, bidders will complete rate sheets for each facility and fiscal year, with costs covering staffing, materials, supplies, and program implementation. Peer facilitators will be separately compensated by CDCR at rates consistent with existing programs.

Addendum 1 - 2.19.2025 The California Department of Corrections and Rehabilitation (CDCR) Female Offender Programs and Services/Special Housing Mission (FOPS/SH) is looking to continue a program for aggressive/violent females. The program shall adopt a more inclusive program model to include transgender, intersex, and non-binary individuals who have also experienced trauma and have histories of aggression and/or violence. The program shall provide specialized programming to create a trauma-informed therapeutic environment. This will include core elements such as: safety, trustworthiness, choice, collaboration, and empowerment. It should also reflect our current understanding of gender as it has shifted from the binary male-female model to a more inclusive and expanded model to include the experiences of transgender, intersex, and non-binary individuals.
