California Department of Corrections and Rehabilitation IFB Number C5612597-D Letters of Inquiry Addendum 1
Prevention Program for Criminal Justice-Involved Women and Gender Diverse People IFB Number C5612597-D
Letters of Inquiry Responses
Question 1: I want to confirm that the language “gender-diverse people” is what you want the application to use.
Response 1: Yes, the language “gender-diverse people” should be used in the application process.
Question 2: Segment Two (page 2 of 11; IFB page 20 of 84. I have the curriculum you are proposing: the new 2nd edition of the evidence-based curriculum, Beyond Violence+: A Prevention Program for Justice-Involved Women and Gender-Diverse People. This new edition will be published in mid-March 2025 and has 27 sessions (instead of the 1st edition of 20 sessions published in 2013). It has new content on suicide prevention, parenting, and healthy relationships in prison. Is proposing this new, updated material with 27 sessions instead of the 20 sessions listed in the IFB acceptable?
Response 2: Please refer to the Exhibit A, Scope of Work Section II. Contractor Responsibilities, Subsection 2. Services/Programming/Components, second bullet point, that has been updated to include language about changes in the number of sessions and/or curriculum.
Question 3: I did not see this explicitly stated, but I propose offering groups for Segment One and Segment Two in English and Spanish. Is this acceptable?
Response 3: Please refer to the Exhibit A, Scope of Work, Section II. Contractor Responsibilities, Subsection 2. Services/Programming/Components, first bullet point, that has been updated to include language regarding bi-lingual course offerings.
Question 4: Segment One groups are currently offered in the Ad Seg at CCWF and RHU at CIW.
I would like to include programming in both locations in the proposal. Is this acceptable?
Response 4: Yes
Question 5: The IFB states that peer facilitators will be paid. Should this be included in the budget, or does CDCR pay them? Will the contract specify the amount peer facilitators will be paid? If paid by CCDCR, their compensation needs to match that of OMCP peer facilitators, as their time and training are comparable. This was $1.25 per hour (the last I heard).
Response 5: The peer facilitators are paid by CDCR and the amount they are paid is set by CDCR. Region II will investigate the discrepancy in the peer facilitator pay and work to ensure they are all paid the same regardless of the program.
Question 6: For the request for samples of the curriculum, here is the size of each:
Beyond Violence+ FG = 8 MB Healing Trauma+ FG = 6 MB Beyond Violence+ WB = 7 MB
California Department of Corrections and Rehabilitation IFB Number C5612597-D Letters of Inquiry Addendum 1
Healing Trauma+ WB = 3 MB (both English and Spanish)
Would you prefer separate emails when submitting?
Response 6: Please refer to the Invitation for Bid, Notice to Prospective Bidders, Bid Submittal section, paragraph 3 on page 7.
Question 7: What is the date that the award will be announced?
Response 7: Please refer to the Invitation for Bid, Notice to Prospective Bidders, Projected Timetable section, on page 6, Public Bid Opening section, on page 9, and Basis for Award section, on page 10.
