About this opportunity

Jordan School District (JSD) is seeking bids for an A/C retrofit project targeting school buses from three manufacturers: International Front Engine, Blue Bird Rear Engine, and Thomas Rear Engine models from years 2012-2024. The district plans to retrofit an estimated 15-20 buses annually, installing Bus Climate Control (BCC) brand HVAC roof-mounted systems with specific BTU requirements based on bus size (60,000 BTU for 33-foot buses and 130,000 total BTUs for 40-foot buses). Bidders must have a minimum of five years of experience and provide a two-year warranty on parts and labor, with all materials required to be new and installed according to BCC kit instructions. The solicitation is issued as Invitation for Bid (IFB #26DB17-3) and will be conducted through the Utah Public Procurement Place (U3P) Bonfire portal, with questions due by December 1, 2025, at 2:00 p.m. MST and final bids due December 3, 2025, at 2:00 p.m. MST. The contract will commence upon bid acceptance for an initial one-year term with two optional one-year renewals, for a maximum three-year duration, with award made to the lowest responsive and responsible bidder.

The procurement has several specific requirements and restrictions for potential bidders, including compliance with Utah Senate Bill 81 regarding immigration status verification and adherence to the state's boycott restrictions under Utah Code 63G-27. Bidders must maintain comprehensive insurance coverage, including workers' compensation, employee liability ($1,000,000 per occurrence), general liability ($2,000,000), automobile liability ($1,000,000), and umbrella coverage ($5,000,000), with Jordan School District named as an additional insured. Vendors must complete a URS Post-Retired Verification Form and a Vendor Information Sheet, and submit a Boycott Statement certifying compliance with state regulations. The district is tax-exempt, and bidders are expected to utilize the TC-721G Tax Exemption Certificate when purchasing materials. While specific budget ranges are not explicitly stated, the district will encourage early payment discounts and allow price adjustment requests within 60 days before contract renewal with proper documentation. Bid results will be published on the district's purchasing website and U3P Bonfire platform.
