About this opportunity
Jordan School District, the fourth largest school district in Utah, is issuing Invitation for Bid (IFB) #26TH11-3 to procure Windows Device Management Software through Ivanti. The procurement requires the bidder to provide 5,500 licenses of Ivanti Neurons for Digital Experience Device Cloud Software, 5,500 licenses of Ivanti Neurons for Patch Management Cloud Subscription, 150 licenses of Ivanti Security Controls Patch for Server Maintenance, and one Ivanti Virtual Cloud Services Application Subscription. Additionally, the vendor must deliver eight hours of on-site migration assistance in early summer 2026 to support migration from EPM to Neurons, including migration preparation, configuration, validation, troubleshooting, and post-migration verification performed by vendor personnel. Bidders must be either the manufacturer or an authorized reseller of Ivanti and must quote only the specified part numbers with no substitutions permitted. The contract term options include either a single twelve-month period (July 31, 2026 through July 30, 2027) or a three-year option with annual billing (July 31, 2026 through July 30, 2029), with the final decision to be made prior to award announcement. Questions must be submitted by Monday, April 6, 2026, at 12:00 p.m. MDT, and bids are due Monday, April 13, 2026, at 12:00 p.m. MDT through Utah Public Procurement Place Bonfire. The evaluation process consists of three stages: Stage 1 assesses responsiveness to mandatory minimum requirements including timely receipt, authorized reseller status, specified products, and compliance with Utah Code 63G-27 boycott restrictions; Stage 2 evaluates whether bids meet or exceed the scope of work; and Stage 3 awards the contract to the lowest responsive bid from a responsible bidder.
Per Addendum 1, bidders must demonstrate either Authorized Partner status with Ivanti for a minimum of twelve months or hold Gold or Platinum Tier Status Partner designation, with a required letter documenting current partner status. The procurement includes no identified set-asides for disadvantaged enterprises or socioeconomic categories. All bidders must execute the Public Contract Boycott Restriction Statement (Attachment B) certifying they are not engaged in prohibited economic boycotts, including boycotts of the State of Israel, traditional energy and mining companies, firearm manufacturers, and companies not meeting specified environmental or other standards. Vendors must also comply with Jordan School District Standard Terms and Conditions, including insurance requirements for on-site work (Workers' Compensation, General Liability of $2,000,000, Automobile Liability of $1,000,000, and Umbrella/Excess Liability of $5,000,000), a one-year warranty on products, and the Student Data Privacy Agreement to protect student data in accordance with FERPA, PPRA, and COPPA requirements. No specific budget range or award value is disclosed in the solicitation materials; however, if the purchase exceeds $80,000, Jordan School District Board of Education approval will be required at their April 28, 2026 meeting. Pricing quotes must be held firm for one year, Jordan School District is tax-exempt and sales tax should not be included, and vendors may submit exceptions to standard terms and conditions only at the time of bid submission in Microsoft Word format.
