About this opportunity

The City of Round Rock in Williamson County, Texas, is seeking a prime contractor through a competitive bidding method for the historical restoration of the Palm House located at Old Settlers Park. The project involves comprehensive renovation work, including replacing termite-damaged wood framing, removing the existing hipped roof, installing new siding, reconstructing the front porch, and refurbishing existing doors and windows. Key deliverables include installing a new wood shake roof, implementing a new attic hatch and ladder system, upgrading electrical and HVAC systems, adding limestone and lattice skirting, constructing a handicap ramp and rear deck, and performing site grading. A mandatory pre-bid conference is scheduled for October 2, 2025, at 9:00 AM at the project site, with bids due on October 30, 2025, at 3:00 PM. The City will evaluate bids based on multiple criteria, including price, experience, goods and services quality, compliance with historically underutilized business requirements, safety record, proposed personnel, and financial capability. Contractors must submit a 5% bid security and various documents, including a bid form, historical project reference form, proposed personnel resumes, and a statement of safety experience.

The solicitation appears to have provisions supporting historically underutilized businesses, though specific set-aside percentages are not explicitly detailed in the provided documents. The project timeline indicates a tentative contractor mobilization date of November 4, 2025, with a projected completion date of March 15, 2025. Bidders must submit their proposals through the City of Round Rock's Bonfire procurement portal, with the City reserving the right to reject any or all bids. While no specific budget range is mentioned, the comprehensive nature of the renovation suggests a significant investment in preserving the historical Palm House structure. The project requires contractors with expertise in historical restoration, capable of handling complex renovation work that includes structural repair, electrical and mechanical system upgrades, and preservation of historical architectural elements. Contractors will need to demonstrate technical proficiency, historical restoration experience, and the ability to work within the specified timeline and preservation standards.
