About this opportunity

The Pueblo West Metropolitan District is soliciting bids for IFB-2024-W-003, a comprehensive roof replacement project located at their Water Treatment Plant in Pueblo County, Colorado. The procurement involves a full roof renovation across three roof areas, totaling approximately 16,660 square feet, which requires complete demolition of existing Modified Bitumen roofing and installation of a new TPO Mechanically Attached Roofing System with RhinoBond TPO Welding Plates. Contractors must provide all labor, equipment, materials, and technical expertise, including mandatory electrical work coordination and lightning protection system handling. A mandatory pre-bid meeting was held on April 17, 2024, and electronic bids are due by May 8, 2024, at 2:00 p.m. MT. Key project requirements include installing fire-treated wood blocking, EPS flute filler insulation, cover board, metal flashings, and ensuring wind uplift resistance of 115 mph per local building codes. The project demands a licensed and insured commercial electrician, with all electrical work costs to be included in the bid, and requires contractors to coordinate closely with the PWMD Project Manager.

The Pueblo West Metropolitan District encourages submissions from minority, small, disadvantaged, and women-owned enterprises, though no specific set-aside percentages are explicitly stated. Bidders must submit a 5% Bid Bond and, if awarded, provide a Performance Bond, Labor and Materials Payment Bond, and Certificates of Insurance. The successful contractor will be required to provide two critical warranties: a 5-year workmanship warranty and a 20-year No Dollar Limit (NDL) Manufacturer's warranty covering materials and labor. The contract includes liquidated damages of $500 per working day for project delays, with a total project completion timeline of 60 calendar days. While no specific budget range is provided in the documents, the comprehensive technical specifications and extensive roofing system requirements suggest a significant capital investment. Bid documents are available through the Rocky Mountain E-Purchasing website, and contractors must carefully review all addenda, which include clarifications on material specifications, installation requirements, and project-specific details.
