About this opportunity
CAL FIRE is requesting bids on a Flashover Simulator to support the CZU (Santa Cruz Unit) personnel at Ben Lomond Camp Training Center in Felton, California under IFB 1PA6V92126, with bids due October 26, 2026.
Bidders must comply with California's Darfur Contracting Act certification requirements and civil rights laws as conditions of responsiveness. The Narrative Response form (Attachment A3) establishes eligibility for preference programs: California small business certification, non-small business status with at least twenty-five percent small business subcontractors, and Disabled Veteran Business Enterprise (DVBE) incentive eligibility directly impact bid evaluation and scoring under IFB Section 23. Bidders must also complete CalRecycle's Postconsumer Recycled-Content Certification form under the State Agency Buy Recycled Campaign (SABRC), certifying recycled-content percentages for applicable product categories regardless of whether minimum content requirements are met or no recycled material is present.
The scope is a flashover simulator training device with detailed technical specifications outlined in Attachment A4. Bidders must submit complete descriptive literature including sales quotes with quantities, totals, and itemized descriptions confirming no services are included. Delivery is preferred within four months of contract award; all assembly, installation, and inspection must be completed within ten weeks. Delivery occurs at Ben Lomond Camp during normal business hours (Monday–Friday, 8:00 a.m. to 3:00 p.m. PT), with the contractor required to contact the designated contact person, Ryan Johnson, at least two weeks prior to delivery.
The contractor bears full responsibility for manufacturer's warranties at delivery, with the manufacturer required to respond to warranty claims within one business day and dispatch a factory representative for workmanship issues. All repair, labor, and transportation costs for defects occurring within the warranty period are the contractor's responsibility at no cost to the state. Partial deliveries and partial payments are permitted following CAL FIRE inspection and acceptance. Payment is initiated upon receipt and acceptance, with invoices submitted to the billing address in Felton.
Bidders must complete and submit the Bidder Declaration Form, STD 204, STD 205, and cost worksheet with all documentation signed and dated.
