“The Department of Forestry and Fire Protection serves and safeguards the people and protects the property and resources of California.”

1.0 SCOPE

This specification describes the minimum requirements for a Firefighter Flashover Simulator Training Prop designed for live-fire instruction using Class A fuel materials.

The training prop shall allow firefighters to observe rollover, fire growth, smoke behavior, thermal layering, pre-flashover, and flashover conditions in a controlled environment. The simulator shall support safe student observation, instructor control of ventilation conditions, and overall safety in the live-fire environment.

The simulator shall consist of:

• One fire training module approximately 20 feet (+/- 1 ft) in length.

• One raised burn chamber approximately 10 feet (+/- 1 ft) in length.

• A recessed observation chamber capable of supporting up to 10 participants.

• A raised overhaul or staging platform for safe exterior fuel loading and instructor positioning.

• Integrated vertical ventilation, trench ventilation, thermal protection, student egress, and mechanical controls consistent with NFPA guidance.

1.1 Training Requirement

• The vendor shall provide a One (1) Day, live, in-person training program upon delivery of the simulator. Training shall be conducted by a minimum of one (1) NFPA-Certified Instructor and shall include instruction on simulator operation, ventilation control, Class A fuel loading, burn-sequence management, safety protocols, and NFPA 1403-compliant procedures.

2.0 APPLICABLE LAW and INDUSTRY STANDARD

The simulator shall comply with, at minimum, the following applicable codes, standards, and safety requirements:

• NFPA 1402: Facilities for Fire Training and Associated Props.

• NFPA 1403: Live Fire Training Evolutions (Class A fuel, egress, inspection, safety controls, ventilation).

• Cal/OSHA (CCR, Title 8): Guardrails, stairs, elevated work platforms, walk surfaces.

• California Building Code (CBC, Title 24): Welded steel construction, structural integrity, anchoring requirements.

• ASTM Standards for Thermal Insulation (ASTM C612) and fire endurance (ASTM E119).

3.0 TECHNICAL REQUIREMENTS

3.1 Configuration & Layout

• The simulator shall include:

– One 20 ft (+/- 1 ft) observation/transition module.

– One 10 ft (+/- 1 ft) raised burn chamber.

– Two side entry doors, outward-swinging and non-locking.

– Recessed observation chamber for up to 10 participants.

– A raised overhaul/staging platform at burn-chamber elevation with OSHA-compliant stairs and guardrails.

• Additional support posts shall be provided for the raised burn chamber to ensure stability.

3.2 Structural Requirements

• Exterior Walls: Minimum 16-gauge steel exterior shell.

• Interior Protective Liner: Minimum 11-gauge steel plate covering insulation surfaces.

• Burn Chamber Flooring: Minimum 10-gauge steel flooring with concrete pavers ≥1¼ inches thick installed above steel floor.

• Concrete Paving: Minimum thickness of 1¼ inches within burn chamber.

• Structural Steel Construction:

– Welded steel fabrication meeting CBC Title 24 and AWS D1.1 structural welding criteria.

3.3 Thermal Protection & Insulation

• Burn chamber interior walls and ceiling shall be lined with fire-resistive insulating material rated for ≥1100°F, capable of repeated thermal cycling and direct flame impingement.

• Insulation shall be fully protected behind seal-welded steel members.

• Insulation shall comply with ASTM standards and prevent warping or blowout.

3.4 Fuel Support & Class A Burn Systems

• Minimum ½-inch steel chains installed on interior walls and ceiling to retain Class A fuel materials.

• Chains shall run the full length of ceiling and walls for securing oriented-strand board (OSB), plywood, or dimensional Class A fuels.

• A 55-gallon crib fire drum or Class A fuel crib shall be provided for consistent fuel loading.

• Access shall be provided for instructor hose line entry and management.

• Fuel support systems shall incorporate mechanical retention to prevent dislodging or falling material.

3.5 Ventilation & Environmental Control

• Adjustable vertical ventilation opening installed in burn chamber; mechanically operated by cable-pulley from interior instructor station.

• Ventilation must allow regulation of heat release, smoke layering, and air-track flow.

• Ventilation features shall include, at minimum:

– Roof-level heat vent (mechanically actuated).

– Fresh-air induction opening for oxygen control.

• Two outward-opening egress doors, one per side, without locks or keyed mechanisms.

3.7 Mechanical Control & Safety Systems

• All ventilation and mechanical controls shall be operable from a protected instructor position inside the observation area.

• Mechanical control linkages shall use rigid rods or protected steel cable assemblies rated for high-heat environments.

• Safety checks shall be performed per NFPA 1403 Section 7.2 prior to each burn evolution, including:

– Doors, vent systems, railings, scuttles, shutters, mechanical equipment.

– Documentation of damage and notification to AHJ.

– Suspension of operations when structural or operational safety is compromised.

3.8 Staging Platform & Access

• OSHA-compliant stairs with:

– Minimum tread width 36 inches.

– Maximum riser height 7 inches.

– Minimum tread depth 11 inches.

– Guardrails ≥42 inches with mid-rails and kickplates.

• Non-skid surfaces on stairs and platform.

• Platform area 8 ft × 8 ft for safe fuel loading and instructor access.

3.9 Accessories & Required Equipment

• Hose line access point.

• Mechanical or structural posts for burn chamber support.

• Drainage features preventing water pooling after suppression flows.

• Marine/industrial paint color options to be confirmed with CAL FIRE Contact Person.
