About this opportunity
The New York State Office of Children and Family Services (OCFS) has issued Invitation for Bids (IFB) No. 1185 seeking NYS Certified Water Treatment Operators to provide technical services for water treatment at six juvenile justice and youth facilities across two geographical regions. The Eastern Region includes Brookwood Secure Center, Goshen Secure Center, and Red Hook Residential Center, while the Western Region comprises Industry Residential Center, MacCormick Secure Center, and Taberg Residential Center. Each facility requires a Class "C" water treatment operator to perform daily, weekly, monthly, bi-annual, and annual tasks including water system operation, maintenance, sampling, reporting, and emergency/call-back services. Bidders must have at least two years of experience and employ operators with valid NYS Class "C" certifications. The services must comply with NYS Public Health Law, Department of Health regulations, and local county health department requirements. The bid is due on 6/26/2025 by 4:00 PM Eastern Time, with an anticipated contract start date between 9/1/2025 and 11/1/2025, and a total contract term of five years. Bidders may submit proposals for one or both geographical regions, with pricing to include a monthly bid rate for each facility and an hourly rate for emergency services.
The procurement includes provisions for Minority- and Women-owned Business Enterprises (MWBE) with an overall goal of 30% (15% MBE and 15% WBE), and a Service-Disabled Veteran-Owned Business (SDVOB) participation goal of 6%. Subcontracting is permitted up to 30% of the overall bid, and contractors must comply with background checks, confidentiality agreements, workers' compensation, and sexual harassment prevention policies. The contract will be funded through state appropriations and requires approval from the New York State Office of the Attorney General and the Office of the State Comptroller. Prior awards have been made to YAWS Environmental Process Control, Inc. The solicitation encourages participation of New York State business enterprises and includes provisions for utilizing recycled and remanufactured products. OCFS will automatically add a 2% annual increase to both monthly and hourly rates starting in the second year of the contract. While specific budget ranges are not explicitly stated, the contract covers six facilities across two geographical regions, suggesting a significant potential contract value for the selected water treatment operator(s).
