About this opportunity

The Illinois Emergency Management Agency-Office of Homeland Security (IEMA-OHS) is issuing an Invitation for Bid (IFB) solicitation number 26-588IEMA-MGMTA-B-51629 for the procurement of three (3) trailer-mounted, diesel-powered 8-inch trash pumps for flood fight operations. The pumps must be fully automatic, dry self-priming units capable of handling 3-inch solids with a minimum flow capacity of 3,200 gallons per minute at 150 feet discharge head, powered by Tier 4 emissions-compliant diesel engines with minimum 149 horsepower and 100-gallon fuel tanks. Each unit must include comprehensive instrumentation and controls, electric brakes, DOT-compliant LED lighting, suction and discharge hoses with Bauer Type B connections, and be delivered in fully operational condition by June 30, 2026. Vendors must be established manufacturers or authorized dealers with at least five years of active equipment manufacturing experience and must provide dealer-authorized service within 150 miles of three specified Illinois locations with 45-day service scheduling availability. The contract requires qualified factory or dealer personnel to provide minimum four hours of training at no additional cost at the Springfield, Illinois location (4800 Rodger Street, Springfield, IL 62703), and includes a minimum 12-month full coverage warranty on all components. Bids must be submitted electronically through BidBuy and remain firm for 90 days from opening; the State will award to the lowest priced responsive and responsible bidder based on overall total price. Written questions must be submitted no later than seven days prior to bid opening (due April 6, 2026), with the bid opening deadline of April 13, 2026. Bidders must affirm that products are manufactured in the United States, with domestic product preference applied unless products are unavailable in reasonably available quantities or exceed comparable foreign products by 12 percent or more in price.

No set-asides or special restrictions apply to this procurement based on disadvantaged enterprise status, minority-owned businesses, women-owned businesses, or small business classifications. Vendors must submit either an active Illinois Procurement Gateway (IPG) registration or a completed Vendor Disclosure form, along with required certifications covering compliance with state and federal laws, tax identification, conflict of interest disclosures, debarment status, and other statutory requirements; failure to submit appropriate vendor documentation may result in disqualification. General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Worker's Compensation Insurance as required by law are mandated. Any contractor awarded a contract valued at $1,000 or more must pay a $15 fee to cover Minority Contractor Opportunity Initiative expenses, deducted from the first payment. The resulting contract has an initial term commencing upon execution through June 30, 2026, with no renewal options, and the final award value will be determined upon notice of award; the contract may be partially or totally funded with federal funds, with the percentage and dollar amount of federal funding to be disclosed upon award notification. No subcontracting is permitted under this procurement.
