The pumps are intended for use in flooding and other public emergency situations throughout Illinois. Each unit must be a tandem axle, trailer-mounted configuration with a compressor-assisted self-priming system capable of handling 3-inch solids, delivering a minimum 3,200 GPM at 150 feet of discharge head, and operating on a liquid-cooled, turbo-charged diesel engine with a minimum of 149 horsepower meeting Tier 4 emissions standards. The specification includes detailed requirements for pump housing construction using 65-46-12 ductile iron, engine specifications, a 100-gallon fuel tank, comprehensive instrumentation and control panels, chassis and trailer design with torsion or leaf spring suspension and electric brakes, DOT-compliant LED lighting, and included accessories such as suction hoses, discharge hoses, strainers, and Bauer Type B connections. Vendors must provide proof that the manufacturer has actively produced such equipment for at least five years, guarantee authorized dealer service within 150 miles of three specified Illinois locations with 45-day scheduling availability, and deliver equipment by June 30, 2026, in fully operational condition with any delivery defects addressed within 30 days of in-service operation.
All equipment shall be provided complete and ready for immediate use, with full coverage warranty for a minimum 12 months included in the bid price. Successful bidders must be established manufacturers or authorized dealers and must provide written authorization documentation upon request. Training must be provided by qualified factory or dealer personnel for a minimum of four hours covering operation, routine service, and maintenance, conducted at the Springfield, Illinois location for IEMA-OHS operations and logistics personnel, with training costs included in the total bid price. Bidders must submit with their bids copies of descriptive literature, specifications clearly identifying make, model, and accessories, operators' manuals, parts lists, and warranty information. Serviceability is identified as a factor in contract award, and any "no" answers to compliance questions regarding pump specifications, engine requirements, chassis components, and warranty coverage will result in the bid being found non-responsive.
