About this opportunity
The Illinois Department of Corrections is seeking qualified vendors to provide repair and maintenance services for material handling and aerial lift equipment at Stateville Correctional Center and the Northern Reception and Classification Center (NRC) in Crest Hill, Illinois under a one-year service contract with a maximum term not to exceed ten years including renewal options. The procurement encompasses comprehensive maintenance, repairs, and emergency services for multiple equipment types including Dayton, Big Joe, Yale, Landoll Bendi, Ekko, Noblelift, and Skyjack forklifts, pallet jacks, and aerial lifts, with services covering hydraulic systems, engines, batteries, braking systems, tires, safety features, and other components in full compliance with OSHA regulations. The selected vendor must respond to routine maintenance and repair requests within forty-eight hours during normal working hours (Monday through Friday, 7:00 a.m. to 4:00 p.m.) and perform all work at the two specified Crest Hill facility locations. Prevailing wage requirements apply as this contract is classified as public works, requiring compliance with Illinois Department of Labor prevailing wage rates for Will County; all labor, tools, materials, transportation, and travel costs must be included in hourly rates with F.O.B. destination pricing for parts and equipment. Bids are due no later than January 29, 2026 at 11:00 a.m., with submission via BidBuy or email to Sinead Robinson at (815) 727-3607; a pre-bid conference and site visit are available but not mandatory. The award will be made to the responsive and responsible vendor submitting the lowest price, with the vendor's bid remaining firm for 120 days from opening. All vendor personnel must pass background security checks and comply with facility security protocols including vehicle inspections and temporary identification requirements.
This is not a set-aside contract for small businesses, minority-owned businesses, women-owned businesses, persons with disabilities-owned businesses, or veteran-owned small businesses, meaning all eligible vendors regardless of business classification may compete. Subcontractors are permitted on this contract; however, those with annual values exceeding $100,000 must be pre-approved and must complete Illinois Standard Certifications. All vendors responding to this procurement must submit the Offer Form, the completed solicitation document, IPG Active Registered Vendor Disclosure or standard Vendor Disclosure forms, and Standard Illinois Certifications as outlined in the solicitation requirements; failure to complete all required documentation will result in disqualification. The contract is funded by the General Revenue Fund, with pricing under the contract estimated rather than firm, and the total maximum amount to be determined by the State prior to execution. No incumbent vendors or specific technology integration requirements are identified in the solicitation documents provided, though vendors must comply with all state procurement procedures and certifications including drug-free workplace requirements and cybersecurity standards as applicable.
