About this opportunity
The Board of Regents of the University System of Georgia, on behalf of Kennesaw State University (KSU), is procuring an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Architectural, Planning, Engineering, and Commissioning Services to support projects at KSU's Kennesaw and Marietta, Georgia campuses. The procurement seeks qualified architectural firms, engineering firms, and other consultants to provide planning, design, construction administration, estimating, scheduling, and related services for projects of varying scales, including feasibility studies, renovations, additions, and facility condition assessments. Required services encompass architectural design, structural engineering, civil engineering, MEP (mechanical, electrical, plumbing) engineering, commissioning services for MEP systems and building envelopes, facilities condition assessments, life safety design, and fire protection engineering. Proposing firms must be located within a 50-mile radius of either KSU campus and may submit proposals as individual firms or with subconsultants, though subconsultants are not required at the time of submission. Evaluation of qualifications will be based on three weighted criteria: firm stability and resources (25 percent), relevant project experience and qualifications (45 percent), and apparent suitability to provide services including past performance and proximity to project location (30 percent). The procurement timeline established the original advertisement on February 27, 2026, with the deadline for written questions and clarifications on March 13, 2026 at 2:00 p.m. EDT, directed to tneylon@kennesaw.edu; KSU responded to questions by March 20, 2026; qualifications were due April 6, 2026 at 2:00 p.m.; the shortlist was announced April 10, 2026; and interviews with the 23 shortlisted firms were conducted on April 13-14, 2026. Selected finalist firms will participate in 25-minute virtual interviews scored on Design Team Qualifications and Experience (50 percent), Design Plan/Methodology (25 percent), and Team Communications/Project Solutions (25 percent), with all key personnel required to attend.
The Board of Regents encourages minority and female business enterprises to participate in this procurement, and all awarded consultants must certify compliance with the Drug-Free Workplace Act. There are no identified set-asides for disadvantaged enterprises, though evaluation criteria specifically consider non-discrimination policies and minority and women-owned business enterprise inclusion efforts. No incumbent vendors or current contractors were identified in the procurement documents. KSU maintains published design standards and CAD/BIM requirements accessible on its website that selected firms must integrate with, and sustainability requirements will be determined on a case-by-case basis in accordance with Georgia Peach energy benchmark standards. The anticipated contract term is one year with the possibility of a two-year renewal, with a maximum annual fee cap of $350,000 per consultant firm. Pricing will be negotiated with selected firms using hourly rate schedules for positions including Principal/Project Manager, Project Architect/Engineer, Assistant Project Architect/Engineer, and Administrative Assistant, with sub-consultant expenses and reimbursable expenses calculated on actual costs with markup. The RFQ anticipates awarding 4-6 firms within each of three categories: Architectural & Engineering, Planning/Facilities Condition Assessment, and Commissioning Services. Protests may be filed within 10 days of award announcement, provided that protests cannot be based on cost evaluation of sealed rate schedules.
