About this file
This document contains responses to proposer questions for an Indefinite Delivery Indefinite Quantity (IDIQ) contract opportunity with Kennesaw State University (KSU) located in Kennesaw and Marietta, Georgia. The IDIQ seeks qualified architectural firms, engineering firms, and other consultants to provide architectural, planning, engineering, and commissioning services for campus projects ranging from feasibility studies to renovation and addition designs. Services include structural engineering, civil engineering, MEP engineering, commissioning (both MEP and building envelope), facilities condition assessments, life safety, and fire protection engineering. The contract anticipates awarding 4-6 firms within each of three categories: Architectural & Engineering, Planning/Facilities Condition Assessment, and Commissioning. Firms may apply for services in multiple categories, and proposals will be evaluated on a qualifications basis. Firms must be located within a 50-mile radius of either KSU campus. The contract term is one year with renewal periods available.
Task orders will be issued based on specialty, availability, and performance, with no defined minimum project size threshold. Turnaround time for task order proposals varies depending on project size, scope, and funding deadlines. Task orders require separate scopes and fee negotiations, with qualified firms applying hourly rate schedules where applicable. Hourly rates submitted at interview remain fixed throughout the contract term and renewal periods, with no annual escalations permitted. Subconsultants may be added during the task order phase as needed without being identified in the initial RFQ submission. Board of Regents project experience is beneficial but not required. KSU maintains published design standards and CAD/BIM requirements accessible on its website, and sustainability requirements will be determined on a case-by-case basis in accordance with Georgia Peach energy benchmark standards.

The following questions were submitted related to the RFQ for
Project No. PE-54300-RFQC-2026-000000115, ‘Indefinite Delivery Indefinite Quantity (IDIQ) for
Architectural, Planning, Engineering and Commissioning Services’, Kennesaw State University, Kennesaw and Marietta, Georgia:
1. Can you tell me the types of projects that would fall under this IDIQ?
Response: This application is for any variety/scale of project that may come up on campus, from feasibility studies to renovation/addition design, within your specialty.
2. Can we submit just as the architect, and not include sub-consultants in the submittal? Or would you rather us include engineers on our team?
Response: You do not need to include other subconsultants in your applica)on as other disciplines may or may not be needed. When you are pu+ng a proposal together for a specific project, you would then be able to select and include subconsultants as needed. If you typically/commonly work with specific preferred subconsultants, you may list them as requested in C.5.
3. Will you confirm that (similar to the previous IDIQ contracts), that a firm can only have one submission even if they are submi+ng on several services?
Response: Correct. A firm that is submi+ng to perform more than one service noted in the list of
‘Statement of Need’ (page 3) need only submit (1) qualifica)ons packet. The specific services that a firm is aiming to be considered for should be noted in the le7er of interest (C.1.) and/or the statement of differen)a)on (C.6.).
4. We are an applying architectural firm. Do you want to see a team of engineering subconsultants in our RFQ response?
Response: You do not need to include other subconsultants in your applica)on as other disciplines may or may not be needed. When you are pu+ng a proposal together for a specific project, you would then be able to select and include subconsultants as needed. If you typically/commonly work with specific preferred subconsultants, you may list them as requested in C.5.
5. Are there specific engineering disciplines other than MEP Engineering that are an)cipated to be selected under this contract?
Response: Any design service may be needed, not limited to MEP engineering only, such as commissioning , building enclosure inves)ga)ons, facili)es condi)on assessment, life safety, civil, etc., for example. The firm who offers the services most suited to the need will be selected.
2/5
6. Could you please confirm whether structural engineering services are included within the scope of services being requested in this RFQ?
Response: Yes, structural engineering services are being sought. The firm who offers the services most suited to the need will be selected.
7. Page 4 of the RFQ notes a general requirement that the proposing firm shall be within 30 miles of any of the two KSU campuses. Does submi+ng with a local partner within this distance meet this requirement if the prime firm is not within 30 miles of campus?
Response: A local firm may take on a subcontractor that is further away at their discre)on, as needed, for a specific project. The distance has been increased to a 50 mile radius. Please see the ‘Addendum A’ on the Georgia Registry site.
8. We wanted to ask if Building Envelope Commissioning falls under “Commissioning services” or will this be for MEP Commissioning only?
Response: It may be for both, or either, depending on the need of the facility where the service is needed.
9. Within the RFQ, it states “The Consultant may propose as an architectural firm, an engineering firm, or as other consultant in the metropolitan Atlanta area, within 30 miles of any of the two KSU campuses.” Is the 30-mile radius a strict maximum requirement? Our firm is 33 miles away.
Response: The distance has been increased to a 50 mile radius. Please see the ‘Addendum A’ on the Georgia Registry site.
10. When submi+ng to provide Architectural services, will we need to include a list consultants (MEP, Structural, Civil Engineering, etc.)?
Response: You do not need to include other subconsultants in your applica)on as other disciplines may or may not be needed. When you are pu+ng a proposal together for a specific project, you would then be able to select and include subconsultants as needed. If you typically/commonly work with specific preferred subconsultants, you may list them as requested in C.5.
11. Could KSU please clarify whether the evalua)on criteria listed in Sec)on III.B will be weighted, and if so, whether the rela)ve weigh)ng/points for each of the 8 sec)ons can be shared for purposes of preparing a responsive submi7al?
Response: The criteria for evalua)on of the interviews was inadvertently omi7ed from the RFQ adver)sement. Please see the ‘Addendum A’ on the Georgia Registry site.
3/5
12. We have a clarifica)on ques)on regarding the referenced experience requirements. Specifically, do all reference projects required for the RFQ need to consist of renova)on projects, or are other project types acceptable as well?
Response: All project work examples are acceptable, however the scope that IDIQ typically funds is most likely in an interior renova)on environment.
13. How many firms does KSU an)cipate awarding under each IDIQ category (Architectural &
Engineering, Planning/FCA, Commissioning)?
Response: We an)cipate awarding 4-6 firms in each category.
14. Will firms be selected across mul)ple IDIQ categories, or must firms be selected separately per category?
Response: The firms will be separated into specific categories. If the firm’s work fits into several categories, please make that known in the applica)on.
15. Does KSU an)cipate equitable task order distribu)on among selected firms, or will work be assigned based on specialty, availability, or performance?
Response: Specialty, Availability, and Performance as a base.
16. Is there a minimum or typical project size (fee or construc)on value) an)cipated for task orders issued under this IDIQ?
Response: No minimum threshold is defined.
17. What is the typical turnaround )me expected for task order proposals once issued?
Response: There is no typical turnaround )me. It depends on the project size, scope and, poten)ally, funding deadlines.
18. Will task orders generally be awarded on a qualifica)ons basis, rate basis, or a combina)on of both?
Response: Qualifica)ons basis.
19. Will task orders require separate scopes and fee nego)a)ons, or will they rely primarily on the approved Rate Schedule?
Response: Task orders will have a scope and fee nego)a)on. If the work is to be awarded on an hourly basis, the approved rate schedule would apply.
20. Will the Rate Schedule submi7ed at interview remain fixed for the full contract term, including renewal periods?
Response: Yes. Hourly rates are fixed.
21. Are annual rate escala)ons permi7ed during the one-year term or renewal periods?
Response: No, Annual rates are fixed during the terms.
4/5
22. Are mark-ups for sub-consultants and reimbursables capped or subject to nego)a)on per task order?
Response: Task orders will have a scope and fee nego)a)on.
23. Is prior university or Board of Regents experience required for all sub-consultants, or only for the prime consultant?
Response: This selec)on is qualifica)ons based. Board of Regents project experience is beneficial but is not required.
24. If sub-consultants are not iden)fied in the RFQ submission, may they be added later with KSU approval at the task-order level?
Response: When you are pu+ng a proposal together for a specific project, you would then be able to select and include subconsultants as needed.
25. How strictly will KSU enforce the requirement that the proposed team execute the work, par)cularly over the mul)-year IDIQ term?
Response: The baseline is to maintain the same team, but alternate team members may be added on a case by case review.
26. Structural and civil engineering are NOT listed as poten)al services. Can this be confirmed?
Response: Structural and civil engineering are part of the services we are looking to award.
27. Is Fire Protec)on Engineering considered part of MEP Engineering?
Response: Fire protec)on engineering would be a separate specialty.
28. Are there any Ver)cal Transporta)on projects poten)ally included in this contract?
Response: There are poten)al projects for ver)cal transporta)on.
29. Are there specific BIM execu)on standards or file formats KSU requires beyond general BIM use noted in the RFQ?
Response: KSU has design standards published on our website. Typically, we require CAD as part of close out.
